  156. <Ayreon>: What does that even mean; "run a city"? What's there for them to do once normal services and the police are up and running again? Just defending against villain capes? That's far from "running" the city. Running a city is mostly pretty boring, with property taxes and zoning regulations and stuff. The US isn't going to give up sovereignty anytime soon.

  167. <Ayreon>: The government uses eminent domain powers to take land so that universities can build convenient addons to their campuses. You can't tell me they wouldn't use it to take control of the portal and the area around it.
