- The criteria is what it is, it is static. How each voter interprets it is what varies. I dont think Orton is a HOF level draw. Rich did a study that showed Orton as a worse than average drawing opponent for Cena. Relative to his peers in his company, Orton doesnt rate as an elite draw.
- Quantifying who draws in WWE has become much more difficult post-Network. We have house shows and TV quarter hours.
- With TV in a constant free fall, none of these people are elite level draws.
