  108. U.S. DEPARTMENT OF THE TREASURY
  109. 1500 PENNSYLVANIA AVENUE, NW
  110. WASHINGTON, D.C. 20220
  111.
  112. Our Ref: US/TRS/7184/ATCP
  113.
  114. I am Jacob J. Lew, the Secretary of the U.S Department of the Treasury. The=
  115. executive agency responsible for promoting economic prosperity and ensurin=
  116. g the financial security of the United States. I was confirmed by the Unite=
  117. d States Senate on February 27, 2013, to serve as the 76th Secretary of the=
  118. Treasury. Prior to my appointment as the 76th Secretary of the Treasury, I=
  119. have previously served as White House Chief of Staff.
  120.
  121. COMMITTEE ON FOREIGN PAYMENT RESOLUTION PANEL ON WITHHELD PAYMENTS
  122.
  123. You are being contacted today because you have not received your awarded fu=
  124. nds and we want to advise you on the status of your funds payment case. Rec=
  125. ently there was a court decision that favored you in getting your funds bac=
  126. k from international banks withholding your funds. Although you are hearing=
  127. from us for the first time, we have been working very hard for beneficiari=
  128. es and making progress on our research on why international banks had faile=
  129. d to completely credit funds to international beneficiaries account.
  130.
  131. We have also taken time to review unsuccessful transactions with most inter=
  132. national inheritance/contract insurance companies and other foreign banks e=
  133. specially in Africa, Asia and the United Kingdom. We wish to let you know t=
  134. hat we have communicated with most of these foreign banking institutions wi=
  135. thholding most international payments to individuals and companies so as to=
  136. find out why these funds were withheld, the source of the funds and a fina=
  137. l solution to this problem.
  138.
  139. Conclusively, we discovered that most withheld and unpaid funds originating=
  140. from lottery organizations, international trading, company's awarded contr=
  141. act funds and deceased persons where not properly filed for international f=
  142. unds payment to its intended beneficiary.
  143.
  144. As such, transfer suspension was placed on these funds because majority of =
  145. these international funds remittance/transfer were not properly recorded by=
  146. the paying institution for future file reference/assessment by the Interna=
  147. tional Monetary Fund and the Financial Services Authority.
  148.
  149. Presently, your ongoing transaction in which you will gain full assistance =
  150. from us to monitor your case and make sure you receive your awarded funds o=
  151. n compliance will be on full effect in your favor as long as you have compl=
  152. ied with the Order of Court Dialogue in which we are presently trying to ob=
  153. tain favor on your funds payment case.
  154.
  155. In joint alliance with the Financial Services Authority to resolve this iss=
  156. ue, we wish to let you know that we have been approved to assist you in rec=
  157. eiving your awarded funds but only the total sum of Thirty Two Million, Fiv=
  158. e Hundred Thousand United States Dollars ($32,500,000.00 USD). We have gone=
  159. through the security manifest booklet of all international outstanding tra=
  160. nsactions and our extensive investigation confirmed that you are the benefi=
  161. ciary of this fund through the assistance of the International Criminal Pol=
  162. ice Organization (ICPO) to investigate and release suspended withheld funds=
  163. to its beneficiaries account abroad, we were able to gain an Approval Auth=
  164. orization Letter from the International Monetary Fund (IMF) which stated th=
  165. at your funds will be paid to you on proper confirmation of its claim.
  166.
  167. We wish to inform you once again that there is an existing arrangement with=
  168. United Nations Federal Credit Union (UNFCU) in New York to process and pay=
  169. you the outstanding debt of $32,500,000.00 USD as soon as you provide the =
  170. complete requirements needed for them to process your fund payment case. Th=
  171. is was resolved in a meeting held between the International Financial Audit=
  172. ors in Europe and our American representatives.
