If you are unsure of whether or not a command is abuse, just think "Could a player do this to use to their advantage", if the answer is yes, it's probably abuse. For example, is using /fly to escape PVP, abuse? Well, could a player do it? No. It's abuse. Or, is flying around spawn abusive? Could a player do it? No. But could a player use it to their advantage? No, they would just look cool. That's not abuse.
