  16. Is this a U.S. or an Albanian LE source?
  17.
  18. And if U.S., what is he doing with the opposition groups?

  28. I think this is worth being written up as a piece ahead of tomorrow's
  29. protests.
  30.
  31. Is it possible to publish this?

  38.
  39. From TrapWire --
  40.
  41. Just in from a contact (Former senior law enforcement officer with direct
  42. access to Opposition party members).
  43.
  44.
  45.
  46. Tirana : 22 Jan 2011 (Situation at 1930 local)
  47.
  48.
  49.
  50. a** Situation today calm, as Govt declared day of mourning for the
  51. "martyrs" (Berisha's words).
  52.
  53. a** The Opposition has been hold-up all day today in Mayor Edi
  54. Rama's office discussing next steps. There is some reluctance on their
  55. part as to whether tomorrow's protest should proceed as planned. They have
  56. apparently received word that many protesters intend to come armed to
  57. protect themselves against the police. Rama has commented privately he
  58. may lead the protest to try and keep them peaceful.
  59.
  60. a** Despite this, the Opposition continues to insist they will not
  61. stop actions against the current regime until Berisha resigns. In
  62. response, Berisha has declared that "anyone touching an official
  63. government building will meet the same fate as the protestors yesterday."
  64.
  65. a** Rumblings have started in other major cities throughout
  66. Albania re. sympathetic protests. Most notably Shkoder, Durres and
  67. Gjirokaster.
  68.
  69. a** There are reports of a handful of arrests of senior police
  70. officials following yesterday's incident. Investigation is now underway as
  71. to who gave the order to fire upon the crowds.
  72.
  73. a** Rumors continue to spread within the population that agents of
  74. the State Intelligence Service (SHISH) had infiltrated the crowds and
  75. provoked yesterday's violence. (Comment: No proof of this, but would not
  76. be the first time SHISH was used in this capacity).
  77.
  78. a** Note: Great deal of fear and apprehension amongst the
  79. populace, particularly in Tirana. Most still have vivid memories of '90
  80. and '97. Average Albanian is still well armed following the ransacking of
  81. weapons depots in '97 and an escalation in violence is not unthinkable.
