- Highway Patrol SOP/Training Guide
- You are expected to know this information while on patrol, and during trainings
- Chain Of Command (1A):
- -Following chain of command in SAHP is critical to make sure the department is smooth.
- -Chain of Command is the order of officials within the department you talk to, to deal with issues, questions, or complaints.
- -Start with Corporals then make your way up if they can not resolve it
- I.e. Sergeant > Sergeant Major > Captain > Lieutenant
- -Failure to follow CoC can or will result in disciplinary action
- Weapon Structure (2A):
- -Your weapon loadout should automatically be equipped when clocking in at the blue circle. You may only have a Flashlight, Scope, and Grip on your weapons.
-
- Add Headings (Format > Paragraph styles) and they will appear in your table of contents.
-
- -Your Service weapons or as follows:
- -Baton
- -Glock-17
- -Taser
- -Note: You only have two cartridges on you. One preloaded and one on your belt. To get more you can find it in your vehicle.
- -Pump Shotgun
- -Can be found in the gun rack located between your passenger and drivers seat
- -Carbine Rifle
- -Can be located in the trunk of your police vehicle
- -Note Remember to /me unracks (weapon) or it is considered FAILRP
- Siren Controls/Code 1,2,3,4,5,6 (3A):
- -Siren Controls are as follows:
- ‘Q’ - Activates lights
- ‘Up Arrow’ or ‘Alt’ - Activates Sirens
- ‘R’ - Changes siren (Once for Priority 3, Twice for Priority, Three times for Priority 1)
- ‘-’ ‘=’ ‘backspace’ - Controls Left, Right, and Out of service signals on vehicle
- Codes (3B):
- -Code 1 - No Lights/Sirens, Following traffic laws (Non-Emergency)
- -Code 2 - Non-Life Threatening situation. Follow Traffic Laws, Lights may be used to indicate an emergency response, Sirens may be blipped to clear intersections.
- -Code 3 - Life Threatening Emergency Response, both Lights and Sirens must be used. You may disregard traffic laws, but you must keep an eye on public safety such as slowing down at red lights, etc.
- -Code 4 - Current Situation is all clear. This also signals safe for EMS/FIRE/Detective’s/ Other Services to roll into a scene.
- -Code 5 - High Risk/Felony Stop. Code 5 Stops may be deployed if you feel civilians and or LEO’s lives are in danger.
- -Code 6 - Out Investigating
- Lethal and Non-Lethal Force (4A):
- -Lethal Force: Intent to inflict extreme harm to another or severely damage another.
- -Example: Man shooting multiple bullets at a civilian
- -Non-Example: Man offering you cookies
- -Non-Lethal Force (4B): Non-Intent to harm or severely damage another:
- -Example Baton or Taser use on a person who starts punching you
- -Non-Example: person with a AK-47 spraying a building
- 10-11 or Traffic Stop (5A):
- - A Traffic stop is used to pull over suspects for reasons such as:
- -Speeding, Reckless Driving, Blowing redlights, Stop Signs, ETC.
- -Wait until the Vehicle is FULLY STOPPED before calling in to RTO
- -Looking for a safe place to pull over does not mean the suspect is evading
- -Wait until he pulls over, it is considered a 10-80 if he/she fails to yield.
- -Remember to angle your vehicle so your Right Headlight is aligned with the suspects Left rear light.
- -Call into dispatch after you have completely stopped the vehicle:
- -Provide: Location, Postal, Vehicle Description, Backup if needed
- 10-80/10-70’s/Pits (6A):
- -10-80 or Vehicle Pursuit.
- Primary: Goal is to keep eyes on suspects at all time. Unit that moves into pit
- Secondary: Goal is to keep up the 10-20’s of the pursuit and speeds.
- Third: Goal is to be traffic control/unit for boxing after pit
- Requesting to Pit (6B):
- -Call to dispatch, with “(5L-01) To Dispatch permission to pit. Weather, Traffic Conditions and Speeds.”
- -Pit from the left and move your right headlight into the vehicles left rear tire.
- Remember to Pit only when it is safe and you have been granted permission
- 10-70’s (6C):
- -Foot pursuit. Permission to use Non-Lethal force such as taser to detain him and arrest him. Do not use lethal or your vehicle, Only use them if you feel your’s or anothers life is in danger and you can not reach them with a non lethal weapon.
- Self Dispatch/Dispatching (7A):
- -Self DIspatching is attaching yourself to a call without dispatch or supervisor approval.
- -If dispatch is online DO NOT SELF DISPATCH
- Dispatching (7B):
- -Active Dispatcher online do not self dispatch. They will attach you to the calls.
- -If you are near a 10-80 or 10-70 you may request to be attached to the call.
- -If there is a 10-99 you may request to be attached.
- -If you are near a scene that request’s 10-32’s you may also request to respond
- - Listen to dispatch when you are attached to a call for Location, Code 1-5, and What's going on currently.
- -Giving information to dispatch is as follows “[Callsign] to Dispatch” wait for them to give you a go ahead. “Show me on a [10-11] or Requesting additional to [Location]” Wait until dispatch gives you the go ahead before speaking.
- The reason for dispatch is to make sure scenes do not become a clutter of officers.
- 10-97/10-23/10-15/Priorities 1-3 (8A):
- -10-97 is in route. For example “4H-01 show me 10-97 Code 2 to the 10-11”
- -10-23 is on scene. Remember to call into dispatch or mark yourself in the MDT as ‘23. -10-15 is in route to station. This means that you have a suspect in your vehicle and you are now transporting them down to a police department.
- Priority (8B):
- Priority 3- Low Risk Suspect, Normal transport, code 1 back to pd.
- Priority 2- Medium Risk Suspect, roll code 2 down to pd. Other officers in this escort are optional
- Priority 1- High Risk Suspect, roll Code 3 to the destination. Two or more officers are required for this transport.
- Trainings (9A):
- -Most trainings will be hosted at the military base (Zancudo).
- -We will line up as seen in the picture, and stand outside your vehicle.
- -The FTO or Field Training Officer(s) should be across from you.
- -PTS will be in effect during trainings (Permission to Speak).
- -For PTS type PTS in chat or
- designated discord chat.
- -While at training be in your current rank vehicle.
- -While at training wear your designated uniform.
- -This does not include Sub-Division Uniforms/vehicles
- *If Applicable wear a Yellow Vest with FTO on it for trainers*
- *Trainings should be taken seriously, and should start on time. We will not waste time during trainings. If you can not make a training see a FTO, or Supervisor telling them you can not make the training, or will be late, leaving early etc.*
- 10 CODES (10A):
- -10-Codes is a system of numbers officers used to keep RTO Quiet, and quickly hand out information. All of these should be memorized. The ones in Red are more important!
- 10-0 - Disappeared
- 10-1 - Frequency Change
- 10-3 - Stop Transmitting
- 10-4 - Affirmative
- 10-5 - Meal Break Burger Shots Etc.
- 10-6 - Busy
- 10-7 - Out of Service
- 10-8 - In Service
- 10-9 - Repeat
- 10-10 - Fight in Progress
- 10-11 - Traffic Stop
- 10-12 - Standby
- 10-13 - Shots Fired
- 10-15 - Subject in custody en route to Station
- 10-16 - Stolen Vehicle
- 10-17 - Suspicious Person
- 10-19 - Active Ride Along
- 10-20 - Location
- 10-22 - Disregard
- 10-23 - Arrived on Scene
- 10-25 - Domestic Dispute

- Important Other Notices
- - Respect. Respecting one another is soul point of the department. Treat everyone how you want to be treated.
- -Patrol Logs: Remember to fill out your patrol logs with a minimum of 3 hours a week
- -Follow the OSRP Penal code, and jurisdiction laws.
- -LSPD Patrols the streets of the city unless AOP is Paleto or Sandy.
- -Highway Patrols on 55+ Roads (May leave jurisdiction to aid fellow officers)
- -Sheriff’s Patrol in Sandy Shores, Preferably Harmony and Grapeseed areas.
- -Do not ask for Promotions, ranks, etc
- -Follow Department Policies
