  9. **Description:** An exceptionally tall man of Russo-Kazakh origin, standing at 189 cm and weighing 88 kg, Arseneev might seem quite imposing. The man has well defined muscles and keeps his coal black hair long, letting it fall over his back and shoulders. Brown eyes and sharp facial features. Arseneev grows facial hair fast, but keeps his face clean shaven for the most part.

  55. * **Human Or Not:** 2. Dr. Arseneev has faced a variety of mutants and abominations, some of which he's involuntarily created himself. As such he has become quite adept at dispatching of such creations. (+2 to melee rolls when targeting mutated humanoids)

Arseneev's main task was developing countermeasures in case the Gene Bursts went wrong, and though the only permanent measure wound up being a bullet, he did make huge amounts of progress - enough to know what to do when repairing damage done by the bursts.   71. ++++ Personal History:
  72. Aleksandr Arseneev was born in 1942 to a couple living in Moscow at the time. His father was of Kazakh origin while his mother was Russian - both of them well connected in Soviet academia at the time. Distancing themselves from war at the time, the couple focused on raising their child. As soon as he could walk they taught him to read and write, and raised him to become a doctor one day.
  73. And so he did. After finishing university, Andreev was offered a position on a research team based in the Kazakh SSR of all places, and agreed immediately. He was assigned to project GI-197. The goal of the project was to create a means with which the human DNA could be directly altered. The true purpose of the project remains unknown - the team was told their goal was to create a cure for things like cancer and genetic disabilities, but there was suspicion in the group that its actual purpose was the creation of perfect soldiers for the Soviet army.
  74. The team was led by Dr. Ivan Karpanov, a brilliant geneticist who saw much potential in Dr. Arseneev - and tasked him with developing countermeasures for their own project. Though he found it strange, he agreed to do just that and continued working on the project for over ten years.
  75. As it later turned out, those countermeasures were vital. Karpanov had set a course for the project knowing the potential consequences. The team had created a pseudo-anomalous infection of sorts, one which caused a person to irradiate their surroundings in sporadic bursts, the affected area growing larger with each burst. The only way to stop this was to kill the source.
  76. These 'bursts' worked by taking the genetic information from the target closest to the source (source itself included) and 'pushing' it out towards living things further away from the source. This was also usually accompanied by rapid cell growth. Most targets died from organ failures after parts of them were replaced by incompatible ones, but those that survived seemed to be under the control of the source on some level.
  77. After killing both the doctor at the source and the mutants created by the anomaly, the team fled the country in fear of being taken in by the KGB in an attempt to clean up after the failure if GI-197. An unknown benefactor in the US took them in, three members of the team being sent to somewhere in the Northern US while four others, including Dr. Karpanov, his wife and Dr. Arseneev, were sent to El Cara.
  78. The benefactor provided them with a home and job in town so long as they agreed to help them with some minor side projects - these mostly involved simple DNA analysis on Arseneev's part. Unbeknownst to Arseneev, Karpanov had resumed his research in El Cara.
  79. Dr. Karpanov made himself the source of the infection, resulting in the deaths of over eight hundred people living in El Cara at the time. Dr. Arseneev was able to survive through the use of the Blockers he developed - long enough for a Foundation team to arrive and eliminate Karpanov, thus removing the infection. Dr. Arseneev was then taken into Foundation custody, and after thorough interrogation was permitted to join it as a field agent and researcher. He now hopes that he can actually do some good, as he feels responsible for all the suffering caused by GI-197.

  85. The Clean Gun: Kills 99.9999999999% of germs! A small pistol-sized tool that looks kind of like a phaser, was cooked up by the biomedical branch and a guy from cognitohazards to use ultraviolet and sonic pulses to disrupt viral and bacterial growth and clean and sterilize surfaces. Can be shone on an open wound to help sterilize it. Will likely slow the spread of anomalous diseases, but may not protect against them entirely. Science or Medical to use.
