The Catch: This technique could be limited by the CAPTCHA required to create new accounts. In a 2010 study by stanford they found that a tested system requires on average about 9 seconds to correctly guess a CAPTCHA.  If it took, say, 21 seconds to create a Google Voice account (off of a recently created account) one could accurately estimate how long it would take to create A – Accounts in T – Seconds with the equation: T = 30*A.  ***** AWESOME EQUATION******
