- Good morning Councilman Todd,
- I wanted to reach out and make sure you're aware of what’s happening between EyesOffCR and the City of Cedar Rapids:
- • CRPD has denied all our requests for information related to the Flock Safety mass surveillance system. After months of delay, I escalated the issue to the Iowa Public Information Board (IPIB) this week.
- • Following your directive to Sherri to assist in finding what we needed, she responded by sending eight seemingly random emails from her inbox, charged me $40 (later reduced to $20), and then closed the request to avoid further follow-up.
- • CRPD denied enabling the public audit portal, stating, "Our department has elected not to enable this feature."
- • The City has denied all audit reports, citing, "The Iowa Public Information Board (IPIB), as well as our City Attorney’s Office, has determined that data derived from the Flock system is considered ‘intelligence data’ and contains ‘individually identifiable information.’”
- In reality, there is a single column in the audit spreadsheet that contains officer IDs. Redacting it would take less than ten seconds:
- "Select Column A → Delete → Save → Send."
- More importantly, Flock data has been confirmed to be used by ICE, which is a direct violation of CRPD’s own policies:

- • Flock’s Expanding Power – Forbes
- Additionally, Flock data was used to track a woman who had an abortion:
- • EFF Report: Flock Used to Track Abortion Patient
- Both Denver and Austin have voted to terminate their contracts with Flock due to serious concerns about misuse.
- Just this morning in our Discord server, there was a recent incidnt where a young person had their car illegally searched, seemingly based on Flock data.
- • CRPD has the policy that "Data is owned by Cedar Rapids IA PD and is never sold to 3rd parties."
- o Flock Safety's own policy DIRECTLY contradicts this.
- You previously stated you'd "fire anyone misusing this data." But how can citizens hold anyone accountable if there is zero transparency? We don't even know if internal audits are being reviewed....let alone by whom.
- It truly feels like the council may not have fully understood the dangers of this technology when the vote passed. I plan to make this an election issue. Since everyone in this email voted "Yes" to support the Flock Safety mass surveillance system, that’s the message I intend to share on our website and through a public ad campaign.
- Speaking at council meetings often proves unproductive, so I’m happy to meet one-on-one with anyone interested in revisiting this issue or understanding the broader concerns in more detail.
