   >use SUPER REPEL (slot 3)
   >swap HM01 (slot 4) w/ TM26 (3 under SILPH SCOPE)
   >use PP UP (1 under swap) on Nidoking Horn Drill
   >teach TM26 (slot 4) to Nidoking (slot 2)
•get safari CARBOS {delay SUPER REPEL until after}
•surf menu:
   >use SUPER REPEL (slot 3)
   >teach HM03 to Squirtle (3 under CARD KEY)
   >use surf
•get mansion CARBOS then menu shortly after:
   >teach HM04 to Squirtle

NOTE1: 2-3 Carbos & Extra Candy will buy 10 SUPER REPEL, use SUPER REPEL in snorlax menu and grab cycling road candy. 3 Carbos & Extra Candy will delay using every RARE CANDY until after cycling road candy but before PP Up.
NOTE2: Candy use in eq menu is static, if less candies need to be used to keep redbar, switch to toss strats (in doc below)
