 Extract the archives, place the iso file whereever and the directory "Card A" in Windows Documents directory under Dolphin Emulator\GC\USA. If you haven't used Dolphin before and the Dolphin directories under Documents don't exist, try running it and maybe opening the game in it first.

 Once in game, use A for menuing and go Start a game -> Save slot 1 (should have some hours of playtime and some money if the save file was read correctly) -> VS Mode -> Stroke -> 1P -> Human -> Default character -> Default frog, then in item selection press Start instead of A. Use the default character and frog and no items and complete the courses in order to the right (Riggetopia, Hypnotron, Planet Frosticle, Plante Techtron, Planet Lavatron). If you accidentally select some items, just don't use them. If you accidentally use one, waste the shot. As far as I know the other characters and frogs have no mechanical differences and it's very unlikely you'd save time using items, but this is mandated anyway for consistency.

-To complete each level, collect the star, which is behind a dude who requires collecting the 20 coins in the level. The levels are open-ish so keep track of where you've been. You'll need to visit every accessible screen (or almost all of them at least).

 Play Frolf (Frog Golf). Goal is to complete all four holes on all five courses in VS Mode Stroke play. Frolf is normally played for score with a bunch of rules and gimmicks but you don't care about any of that, just complete the holes as fast as possible. You are allowed a maximum of 8 shots on each hole and you may complete them by purposefully running down the shots if you wish, but most of them are short and it's faster to just get the frog-in.

 Shooting at max power will land the frog where you aimed and using less will make it fall short. By default the game will aim directly at the hole for maximum distance which is a solid plan much of the time, but it does not take any terrain features on the way into account. Once you finish a course, you return to main menu and need to go through the same steps again (A, A, down, mash A until item selection, Start, select course, A).
