PTCG/O Budget Deck Lists

Updated 5/19/18 - Standard has rotated and these lists are out of date. Bans have invalidated most of the expanded lists. I will eventually get around to updating this
4
5
General tips/commentary on budgetizing a list
6
1. Brigette is not very useful without Tapu Lele-GX because the card has limited utility after the first turn and without Lele it is hard to reliably get it on the first turn.
7
2. Nest Balls are generally the next best way to replace the ability that Lele/Brigette gives you to rapidly fill your bench.
8-
3. Some decks that have other options (Brooklet Hill for W/F basic decks, for example) to get pokes out fast and you should take advantage of those
8+
3. Some decks have other options (Brooklet Hill for W/F basic decks, for example) to get pokes out fast and you should take advantage of those
9
4. Run extra consistency. Most decks run only 6-9 draw/shuffle supporters since with Tapu Lele in the deck, every ultra ball leads to a supporter, but you can run up to 12 with 4 Sycamore/N/Cynthia to help compensate.
10
11-
These lists should be considered templates/skeletons or examples, individual card counts and extra additions will always come down to playtesting and personal preference (and also what you have available, poorfag). Decks are left in importable format for the sake of convenience.

Take them with a grain of salt though, as many of those decks are either complete dogshit (lol aggron CRI) or not particularly budget (ie running 3 Zoroark-GX in a 'budget' list) while the ones here are at least somewhat playable and don't use many if any cards that cost over one pack. Keep in mind that budget in paper != budget online and many of them are budget from a paper perspective.

You can search this pastebin via the tags I've added to each list which indicate whether a list runs basics or evolutions, what types a list has and the general overall costs. Generally lists that include cards that cost more than a pack or so are [$$] and lists that have cards worth over 2 packs are [$$$], prices are constantly fluctuating so don't take that as a hard and fast rule. Decks with a [*] are decks that have event results. Yes, there are budget decks that are making cut at events/winning online fansite tournaments these days.

Comments: One of the easiest to assemble standard decks, you will have many of the cards you need from buying two Mach Strike theme decks. Deck tends to run lower than normal counts of most supporters due to Garchomp's attack requiring you to have played a Cynthia. Make sure you're using the BKP Gible as it can be found with brooklet.

Comments: Similar to Garchomp, you can get a lot of the cards you need for this deck from buying 2 Empoleon decks. That deck has the wrong Piplup as well IIRC, you want to run the 70hp one. You can use a pure water energy engine with aqua patches, but Sudowoodo/Counters is generally stronger with Zoroark everywhere. Tapu Fini is just there for the GX move against stage 2 decks, I would avoid benching it outside of those situations.

Comments: This is the list that Hunter Butler used to get 7th place at the Portland Regionals. This is one of the few authentically competitive decks that does not use Lele, and also incredibly doesn't use ANY GX cards whatsoever and as such is a great option for many new players. Giratina Promo is optional here, it is only for the Greninja BREAK matchup, if you don't see it at your bracket you don't need to run it.

Comments: A very cheap list even by budget standards. In SM6 we're getting a new supporter that lets you search your deck for 4 basic energy. That will likely make it better, at least in standard, to ditch Starmie and up your Ribombee count, and use Energy Recycler to get energy back into the deck.

Comments: This is a semi-forgotten SM Base era meme that works surprisingly well in a meta where about 70% of decks are either Zoroark or Buzzwole. You can get higher damage numbers by shifting more Passimian SUM into Passimian UPR but it starts running the risk of not being able to attack, and Mew doesn't benefit from Passimian UPR's ability.

Comments: Fill your bench up as fast as possible and start spamming snuggly generators from Pachirisu. Note that the deck doesn't actually need that much to function so there's a lot of flexibility in what you can do with this list, some people run it with Garbodor for example. Electric also has Electrode/Counters and the old Magnezone as acceleration engine options, but I think Pachirisu is the best overall.

Comments: A very cheap list even by budget standards. Get a bunch of energy in hand and smash. I've tested this out running a different energy engine, removing starmie/staryu, doubling down on ribombee, using professor's letter, energy recycler and Lady to cycle energy through the deck but I do not feel that it runs smoothly enough without a Tapu Lele-GX.

Comments: This is a classic stall/mill deck where your victory condition is getting rid of your opponent's ability to attack by energy disruption or trapping inconvenient pokemon in the active with counter catcher/Guzma then waiting for them to run out of cards in their deck. 4 Lusamine lets you endlessly cycle Team Rocket's Handiwork which guarantees they will deck out before you do.

Comments: This is a slight modification to a mill deck that won a recent Pokebeach online tournament. Its victory condition is getting rid of your opponent's ability to attack by energy disruption or trapping inconvenient pokemon in the active with counter catcher/Guzma then waiting for them to run out of cards in their deck. 4 Lusamine lets you endlessly cycle Team Rocket's Handiwork which guarantees they will deck out before you do. Another way people try to do stall in standard is with Wishiwashi-GX, max potions, super scoop ups and Acerola similar to how Wailord-EX stall is played in expanded, though this is generally less consistent from my experience. Some other cards to consider are Mew EVO with the ability that protects it from evolution attackers and Xurkitree-GX that cannot be damaged by anything using special energy.

Comments: Very straightforward aggro list. Lapras is pretty good right now so long as you can dodge Tapu Bulu, as Golisopod, the card that forced it out of the meta, has fallen off in favor of fighting partners for Zoroark-GX. With 8 acceleration cards and tons of ways to switch, you can very easily explode out of control and hit 190 every turn, perfect for wiping big basics off of the field. Volcanion Prism's attack is also great for dealing with Zoroark decks, after one use of it, everything will die to a Blizzard Burn.

Comments: Typhlosion is janky as fuck but a third of the deck is literally free energy and most of the cards you need outside of that are low value. The deck is basically a slot machine, but at least it's a fast one unlike theme decks, very good at making people (yourself included) mad. You can run higher energy counts increase your odds of coming up big on the pull, but that makes it less consistent at getting enough Typhlosions to play a game with on the board.

Comments: This is the list that Pablo Meza piloted to 16th place at the Portland Regional. It's a control deck that also has some offensive options and most importantly, does not run Tapu Lele in favor of a Sylveon draw engine. If you cannot afford Gardevoir-GX, which is the only expensive card in the deck it will run okay without it. Gardevoir's GX move is key for the deck though as it lets you recycle cards into your deck to keep up disruption pressure into the lategame. Fortunately Sylveon/Gladion lets you run a 1-0-1 line of it very safely.

Drampa/Garbodor [PSYCHIC][BASIC][EVOLUTION][$]

Comments: This deck uses Infernape to boost Salazzle-GX's damage output, which sucks ass early game. Heat Blast does 110, 140 with a choice band, and after an infernape boosted hot poison it hits 210 so the potential for a good deck is there (sort of lmao). It's a stage 1/stage 2 deck which makes it inherently inconsistent especially without Pokemon Communication or Brigette, but I wanted to include at least one list for every type, and something other than the infuriating/hilarious jank slot machine of Typhlosion BKT. You can also run this deck with Entei-GX and Max Elixirs instead of Salazzle, which will increase consistency at the cost of lowering damage.

Comments: This is a very well rounded style of deck that has seen play since early Guardians Rising that punishes your opponents for trying to play the game by disabling abilities and dealing extra damage for every item card they play, while having enough pressure through Drampa-GX to force them to start playing the game. A very similar list, though one that used 3 Tapu Lele (and used them not only for consistency but also as attackers) recently won an expanded event, so it's strong both in standard and expanded with some modifications (mostly using vs seekers, more tech support and thinner draw support lines, ect).

Comments: Energy trans lets you move energy around to max potion your attackers and power up big attacks. This list has a lot of ways to move energy onto the field. There will be major modifications to what the best budget Psychic list is in SM6 when we get Malamar and Mysterious Treasures, both of which will make Psychic a much stronger type than it is now.

Comments: Another, slightly more expensive Drampa deck that plays in a pretty similar way, except instead of punishing your opponent for spamming items, it punishes them for filling their bench up. With a full opponent's bench, Zoroark BKT's Mind Jack deals 160 damage base, 190 with a choice band, which is enough to KO most basic GX cards, allowing you to trade very positively with big basic decks, or take advantage of the pressure that a benched Zoroark BKT creates if your opponent decides to not fill his bench with Drampa, which also hits very hard with Berserk. Again, very popular in the Guardians era but fell out of style with the advent of Zoroark-GX. Zoroark BKT can be found in the Night Striker theme deck.

With minor modification this list can also run Zoroark BREAK instead of Garbodor as its one prize attacker, so if you want a cheap dark type deck, that's a good way to go about it. Comments: This is a budgetized take on the deck that Xander Pero and Colter Decker dueled with in the finals of the Portland Regional. They both ran the same list with 3 Lele and 1 Brigette, which have been removed for nest balls in this list. It's a good choice while Buzzwole and Lucario are everywhere on the ladder, and even though Zoroark resists Espeon, Garbodor BKP can shut off Zoroark's ability to trade which helps keep it competitive in that matchup.

Comments: One of the worst forced memes in pokemon history, the deck is infamously consistent but has never really depended on Tapu Lele or Shaymin back in its day like other decks have. Greninja BREAK is a little spendy compared to the other decks but still worth mentioning since it doesn't run Lele or any expensive trainers/GX cards. Keep in mind you can save a little tradable value by picking up your standard Greninjas through buying two copies of the Wave Slasher theme deck. Max Potions are an option here but they've fallen out of favor recently for how they reduce consistency compared to heavy evosoda/brooklet/draw support investment

Comments: A pretty straightforward deck, dump a ton of energy on your field, keep it there (that's the hard part) and start hitting people with angry rainbow deers. People used to run Snorlax-GX in this deck but I think the ship has sailed on that card, you may want another Oranguru, it's important to have a basic on the bench to hit with max elixirs.

Comments: This deck is the dumbest deck in this game and it should never work, but sometimes it does somehow, maybe like 10% of the time. It's the cheapest list, even cheaper than Dugtrio since 56 of the cards are freebies. You can script a bot to run this piece of shit with no noticeable difference in play. You won't win much but if you just want a cheap dark deck for damage/KO challenges this will do it, if you want to maximize value efficiency you can even just run 1 and 59 energy.

Comments: This deck uses Infernape to boost Entei-GX's Fire Fang attack, so that it can deal 190 with choice band after the first turn of burn which will KO any basic, and has a 50% chance to stick for another turn which forces your opponent to switch or accept a KO. I originally had this as an Infernape/Salazzle list, but that list is much too inconsistent without Brigette/Lele or Pokemon Communication for me to recommend on a budget in good faith.

Comments: Typhlosion is janky as fuck but a third of the deck is free energy cards and most of the cards you need outside of that are low value. The deck is basically a slot machine, but at least it's a fast one unlike theme decks, very good at making people (yourself included) mad. You can run higher energy counts increase your odds of coming up big on the pull, but that makes it less consistent at getting enough Typhlosions to play a game with on the board.

Comments: Volcanion-EX is basically the last of the standard viable EX decks due to its ability to trade very effectively using Power Heater with Steam Up. While many of the more modern fire lists have shifted to a highly Lele dependent t1 Ho-oh GX/Kiawe style, the oldschool Volcanion still works well and the price of the card has gone down quite a bit. Baby Volcanions can be found in the Gears of Fire theme deck if you don't want to trade for them.

Comments: I never thought I'd be making a budget list with Shaymin-EX, but the card isn't worth much these days. Night March is pretty straightforward, the deck has very useful weakness matchups these days with Marshadow being able to OHKO Zoroark and Drampa somewhat easily (provided you dont get hex chained by some filthy Zoroark player), while Pumpkaboo with dimension valley can be used against Buzzwole decks.

Comments: Fill your bench up as fast as possible and start spamming snuggly generators from Pachirisu. Note that the deck doesn't actually need that much to function so there's a lot of flexibility in what you can do with this list, some people run it with Garbodor for example. Electric also has Electrode/Counter as a meme and the old Magnezone as acceleration engine options, but I think Pachirisu is the best overall.

Comments: This is not an easy list to pilot but it is pretty cheap to build and effective in a meta full of special energy and fighting weakness. Avoid running too many tech supporters in this list as they give you a lower probability of getting a Maxie's Hidden Ball Trick off properly. Since Talonflame is the only 'basic' in your deck, you can mulligan until you get a good starting hand which lets you more or less guarantee a t1 Maxies.

Comments: You can take this deck in a lot of different directions, 4-4 ultra ball/treasure makes it a breeze to get all of your pokemon out, there are a lot of one ofs in this list for different situations, sometimes you'll want to prize trade with a one prize mew, sometimes you'll want to use a black ray-GX from old Necrozma, sometimes Lunala Prism comes in handy (especially under ability lock), and dawn wings is key to getting the most out of Malamar's ability. I found that Mewtwo-GX was kind of a shit card (big surprise) and you should just use oldcrozma as your main attacker.

Comments: Golisopod-GX is a little costlier than some of the other cards, but at less than 4 packs per bug (compared to 6-7 for Zoroark, 8-9 for Buzzwole) I think it's a pretty good bargain, cheaper than Greninja BREAK and less dependent on Brigette than Tapu Bulu-GX, the other big grass deck around.

Comments: This is a little rich considering Shining Genesect is somewhat expensive at 2.5 packs each and unlike Golisopod-GX (a much better card at only about one pack more) you won't really use it outside of this deck. Still, this is a pretty fun list to play and isn't super reliant on Tapu Lele to work well.

A word of warning: Budget lists in Expanded tend to be at a larger disadvantage than in standard and tend to be slightly costlier. I include Computer Search in these lists only because it's currently available as a ladder reward which will probably crater its long-term value online. IRL it is not a budget card, and some cards that are fairly inexpensive online (like Exeggute PLF) are not IRL.

Comments: Dugtrio takes very good advantage of the battle compressor engine in expanded, Ribombee is also an option but probably a less efficient one than just dumping all of your energy into discard ASAP to thin your deck and recovering what you need for KOs each turn by cycling Exeggute with your starmies and SER. Note that you can run Jirachi-EX in expanded as a cheap Lele replacement (costs about 3-4 packs). It is nowhere near as good due having 90hp as a two prize card and lack of a good attack, but it can be searched with level balls which is nice. I avoid it here to keep the price down and because i hate the prize liability, but it's worth considering for the super high probability t1 Brigette it can give you.

Comments: This is the list that Kaleb Sommers won Salt Lake City with except without the one copy of Tapu Lele he ran, running another Garbodor GUR instead. The list is built around using Sableye's Junk Hunt in conjunction with Life Dew to stall. You force them into a situation where they deck out first using trick shovel. This is a new spin on the list as it contains potential attacking options. Unlike Garbodor Drampa which is generally considered the dominant deck in expanded, this list isn't as dependent on Lele to function

Comments: Similar to the ancient Rayquaza/Eelektrik deck except you use one prize attackers which allows you to win the prize trade while trading 2HKOs with many decks. Since you run level balls, you can also run Jirachi-EX in this deck, but I don't think it's as good here as it can be for Dugtrio.

Comments: Similar to standard Volcanion-EX but with a higher focus on Turtonator due to Blacksmith's ability to return fire energy from discard syngerizing with its Bright Flame attack, the fact that Turt has higher HP doesn't hurt either. Muscle Band is an option over FFB in this deck since it makes the Zoroark numbers work a little better at the price of leaving your pokemon vulnerable to a full sky field OHKO from Riotous Beating.

Comments: I never thought I'd be making a budget list with Shaymin-EX, but the card isn't worth much these days. Night March is pretty straightforward, the deck has very useful weakness matchups these days with Marshadow being able to OHKO Zoroark and Drampa somewhat easily (provided you dont get hex chained by some filthy Zoroark player). Watch out for Oricorio and Karen, this deck was cancerous enough to get 2 different hard counter cards in the past, people don't run Karen much anymore but Oricorio is popular these days.

Comments: A similar style of list built around getting lots of pokemon in discard to power up Vespiquen and Flareon's attacks, both of which do more damage for each pokemon in discard. Blacksmith gives you a way to play with basic energy cards and ensures you're never out of attackers before you're out of prizes, since the deck is built with losing your active each turn in mind. Running such a high Shaymin count isn't strictly necessary if you want to economize a bit, most of them will be discard sitters but it's good to have more of them for consistency. Oricorio and Karen hard counter this list as well.

Comments: An infamous ascended meme designed to fuck Gardevoir-EX's day up back when that was a dominant standard deck using a very unique lucky helmet draw engine combined with the Double ancient trait, which lets Gyarados equip two tools. A max damage Full Retaliation comfortably hits 210 which is ideal for the majority of the stage 1 GX being played right now, and the CIN Magikarp has built in protection against spread damage that hard countered this deck in the old days. Team Magma's Secret Base is the spendy card here, but you can't skimp on it.

Comments: Turbo Darkrai has fallen off a fucking cliff, last year it was winning every other event in standard and now here it is at meme tier in expanded. Being meme tier, the cards to play it are fortunately much cheaper. You have a ton of options for energy acceleration/recovery in this deck via dark patch, max elixir, darkrai-GX's ability, ect so when things go well you can have some very explosive turns. Hypnotoxics are good for dead end GX and also let you hit an odd damage number with Darkrai-BKT (your 'turbo' attacker) for the 190/210 hp cards, choice band also lets you do this. The amount of dark hate around due to the bullseye on Zoroark's back makes this list a little miserable to play at times unfortunately.

Comments: A funny list that could use some optimization, the goal is to use Eggy's cheap attack to trade well with your opponent. Sudowoodo and Glaceon-EX are both ways to deal with Zoroark-GX which is the most common deck in the format. Eggy PLF is strictly for swag kills on things with 40hp left with a band.
