Tale of Two Wastelands combines the FO3 game into NV. Reported to run better than vanilla FO3.
Make sure you have somewhat experience with modding and read the FAQ and installation instructions very carefully before you begin. http://www.taleoftwowastelands.com/
Use either Fallout Mod Manager or Nexus Mod Manager to manage your mods. It supports one-click install and many other features to make your life easier when modding NV.
2. Install it to the Root of New Vegas
3. Launch the .exe and Load up your mods, speed varies.
4. After loading, right click on the list of mods and click "create merged patch" and name it
5. Close Program and when it asks you to save changes, do so.
6. Use FOMM to load your Merged Patch
FNVEdit can do more for you, but the youtube vid on the nexus page describes it all.
In case you dig deeper you'll want to know this:
BOSS/LOOT will report ITMs and UDRs in Honest Hearts, and it is safe to use the automated cleaning process for the ITMs.
But some of the UDRs will fuck up the cave and vacuum you and all the NPCs together if you try to fix them (you can't even use noclip to escape the engine's wrath).
Do not clean them. They're all located in the cave anyway, and will likely cause no trouble.
I'm not aware of any issues like that with the other DLCs.
4GB Patch: Use this to increase performance and reduce crashes
If for whatever reason you can't use this patch (just admit you pirated, no one cares) make the game Large Address Aware (LAA). Google is your friend.
Stutter Remover has no downsides, increases performance, reduces stuttering.
CASM makes the saving system much better. Will most likely reduce crashes and lower the risk of a corrupt save.
NVAC is another tool that reduces crashing significantly. Read the description for more information.

LOAD ORDER - IMPORTANT
Your whole modded game stands or falls depending on your load order.
Invest time in this and enjoy a crashfree fallout experience.

As you can see, it's divided into categories. This really helped me a lot in maintaining a good load order without much effort.
Just copy-pasta an ESP and rename it to make categories. Make sure you deactive it in either NMM or FoMM before starting your game.
Install a new armor mod? Throw it in the right category and you are done. It helps with fast and easy installing of mods, aswell as with troubleshooting bugs. (A good load order means crash free, not bug free.)

JSawyer: Made by Josh Sawyer, a developer at Obsidian. Numerous tweaks that make the game generally harder. Compatible with Project Nevada Core, Cyberware and Equiptment.
FOOK: Hasn't been updated in a while, but still decent.
CCO: Aims to make the game more like the original Fallout games. Has compatibility patches for most overhaul mods.
WEATHER - PICK ONLY ONE
Project Reality looks quite nice, but has terribly ugly rain. Has performance issues on even the most powerful rigs.
Nevada Skies comes with two versions: URWLified, and Normal. Install the one you prefer. Doesn't lower performance too much.
Western Skies edits the way the sky looks, the distant mountains are more blue/purple, but the only weather it supports is duststorms.
Realistic Wasteland Lighting: Aims for a realistic Mojave with blue skies, new clouds and piss filter free lighting. Basically makes the vanilla weather a thousand times better with frequent updates and support from its author.
NMC's Texture Pack has very nice textures. It's recommended to use the washed out optional textures as the real Mojave isn't red.
POCO BUENO & OJO BUENO: Very nice textures, but doesn't cover as many as NMC. Recommended to install NMC, then install Poco/Ojo on top of that to get the best of both worlds.
Vurt's Wasteland Flora adds numerous flora to the game. Comes with two versions: Dead and Fertile.
Enhanced Shaders Lite: Very nice general improvement for the game. Not compatible with any other ENBs.
Onix ENB: Really nice improvement for Realistic Wasteland Lighting
NEVADA ENB - Realism: Alternative to Onix for NEVADA SKIES, Also has a RWL version which is good but not as nice as Onix.

Arguably a better body for FEMALES (due to it's shape) is Type 6 modified. It has fewer support then type 3 bodies by other mods, but I'd still recommend this one over type 3 for your waifu. If you have a husbando, use type 3 for it's wider support.

Darnified UI: Very good heads up display, most people use this. Follow the damn installation instructions.
One Hud: Wonderful Mod that makes it possible to configure almost every aspect of your heads up display.
Mod Configuration Menu: Very useful, required by many mods.
Unified Hud Project: Required by many mods.
No Blur Menu and UI: You know when you pause or open your inventory it has that blurry background thing? this removes it.
Enhanced Camera: See your legs in first person, first person shadows, experience your death as your head flies. Amazing.
FOV Slider: Only way to change your FOV without messing your game/save up. MCM FOV option to the rescue.

- Fallout Wanderers Edition rebalances the game making it actually legitimately challenging.
- DarnifiedUI vastly improves UI.
- Imperfection is a creature mod adding over a hundred different variants of creatures to the wasteland. There are no ridiculous, silly or annoying creatures, just variants of lore-friendly creatures. Works with Mart's Mutant Mod, but really it's more of an improved (and more stable) version of MMM.
- DC Interiors adds many well-designed, lore-friendly locations across the wasteland, adding to FO3's best feature which is the exploration aspect.
- Realistic Interior Lighting does what it says: makes all those underground areas and raider dens much darker, as they would be logically. Creates a much more atmospheric game.
- Error Fixes v1.5 is the lastest incarnation of the "unofficial patch". Fixes a lot of the bugs, missing dialogue options, etc. Pretty much required.
- GNR Enhanced adds more music. Arguably the best radio station mod.
- MME Sav-O-Tron saves for you on a configurable interval. Use this and turn the in-game autosaves off for much more stability.
- T6M Armors if you care about prettified female character armors this is the best one IMO. Sexier armors esp. power armors, without being completely over the top sexualized to the point of being silly.
>Some ammo penetrates armor well, but some doesn't. Also it's best NOT to use the AP ammo, it's bad implemented in the game. Only some types are good, but they are quite rare. Good AP ammo: Rocket AP and Needler AP.
>Secondary Skill Doctor can be used to heal crippled limbs. You have a % chance of success, even with 10% skill, so there is no need to tag it.
>If you find some melee enemies hard, wait until they almost reach you, attack, then retreat a few Action Points. Most of them can't move enough to reach you and to attack as well.
>You can often survive an otherwise unbeatable random encounter by running away.
>You can keep some one-handed weapon in inventory in case one of your arms gets crippled. Don't leave NPCs or stuff in a random map location. After you go, they are lost forever.
It's recommended to save often. Save before a battle and after. You can always take a critical shot which bypass your armor and kill you no matter the stage of the game.
>Also it's recommended to save before you try to lockpick something, it's a chance to critically fail and jam the lock (it will last until midnight)
>Save before taking drugs, bad things can happen.
>It's a good idea to search everything. Search the boxes, containers, dead bodies, some of them are in locations obscured by walls. Also if you take something from a house with people around, they may become hostile, so save before and use sneak when necessary.
>If an enemy has fallen down, the chance to hit him is increased by 40%. So targeted shots can be used at that point. You can shoot an enemy in the legs to knock them down.
>Best targeted shots are in the eyes - around 60% more the normal critical shot chance. A critical hit worths 2-4 times the damage of a normal hit and can bypass enemies' armor.
