I used to be the leader of a medium-sized mining corp in high security. When we recruited people, we always asked what focus they had, and put em into the right group.  I created these groups and assigned a leader than always kept them having content so make sure everyone had something to do. We had tight requirements and it worked. We got wardecced several times and we protected ourselves quite well. I think we should apply a similar approach. Not just schedule PVP fleets, make a dedicated PVP team where people focused on PVP can be on and have something to do always. Having pvp alts or having miners train for pvp wont work.
