    - In all ten Indian lands are in the catchment area of ​​Belo Monte, but none of them will be flooded, in part or in full.

    The Indians must be removed from their lands?
- Indigenous peoples shall not be removed from their villages and lands traditionally occupied and recognized by the state. The Constitution prohibits the removal of indigenous groups from their lands, unless authorized by Congress.

    The Indians were deprived of the constitutional right of consultation?
- No. The Indian agency Funai is the official and, of course, the organ responsible for performing and conducting, in partnership with IBAMA, the process of consultations with indigenous communities. Legislative Decree 788/05 of the National Congress, which authorized the executive to implement the Belo Monte project, established as a condition to completion of feasibility studies and socio-economic environment in which the "Ask Anthropological" consists of studies indigenous component of the Environmental Permit, the opinion of Funai and documents relevant to the process as documents and community events. Funai believes that to fulfill its institutional role in the process of clarification and consultation with indigenous communities during the licensing, performing more than 30 meetings in the villages, and promoted public hearings in the cities of New Brazil, Vitória do Xingu, Altamira and Bethlehem, setting is thus a broad process of consultation with indigenous communities. We used the help of interpreters at meetings of the communities Bacajá Xikrin, Parakanã, Araweté, Assurini and Arara, in order to translate the content into their mother tongues. Now, in 2011, will be built the Basic Environmental Project for indigenous peoples, in which there is broad participation of affected communities.

- Although communities have participated actively in public hearings, with regard to its positioning in relation to the implementation of the Belo Monte Hydroelectric Plant, there is no consensus among them.

    There are isolated villages near the project?
- There are references that indicate the presence of isolated Indians from Indian lands and Koatinemo Bacajá Trench. To ensure the rights of indigenous peoples, the Funai banned for two years, the entry of people in the area called Indigenous Land Ituna / Itata, with more than 137 000 hectares.

    What Funai will do to ensure protection of this group of isolated, near the hydroelectric Belo Monte, with respect to surveillance of the area?
- The protection of individual programs will be strengthened with the Monitoring and Surveillance, Security and Territorial Integrity of indigenous lands, as provided in the EIA (Environmental Impact Assessment). Moreover, the restructuring of FUNAI, were created more than six fronts Ethno-environmental Protection (FPE), of which only one unit will act in Altamira and surroundings. The FPE are the units responsible for Funai's work location and monitoring of isolated indigenous groups and the constant supervision of their territories.

    What the State has and what it is for the entrepreneur, in ensuring the rights of indigenous peoples in the region? What is the role of each?
- There is a set of emergency measures and long-term, for which they defined the responsibilities of the State and the entrepreneur. The state's role is to ensure the protection of indigenous lands affected by planning, monitoring and supervision of indigenous lands and protected areas, and surrounding these areas. There is also need to strengthen education and health care in the indigenous region of Altamira, to adjust the layout of roads and specific actions of regularization, in order to fulfill the constitutional obligations of the Brazilian State. When entrepreneur fit different actions to be implemented in accordance with the guidelines outlined in the EIA and discussed with all affected indigenous communities. In partnership with Funai and communities, is the entrepreneur who must develop and implement a plan for monitoring and enforcement in the Xingu River bed, covering the areas of higher incidence of mining. There are also other responsibilities of the entrepreneur as resources to ensure implementation of all programs provided in the EIA.

    Who will monitor these actions, or Funai own North Energy?
- The monitoring of mitigation and compensation of impacts will be conducted jointly by FUNAI and IBAMA.

    How prepared was the opinion of the Funai on the construction of Belo Monte Dam?
    - The opinion is informed by information from the Environmental Impact Assessment (EIA), whose results were presented to the Funai team responsible for technical studies, with special attention to indigenous component. Funai made an analysis of legal aspects, the processes of occupation in the region of influence of the dam and, specifically, the studies prepared for the environmental licensing as well as the impacts on communities and indigenous lands and compensation measures proposed.
