[PtHGSS] Allow HM moves to be forgotten

Introduction

This will allow you to overwrite Cut, Fly etc on a Pokémon with any other move.
Although unlikely, watch out you don't softlock yourself!

Please note that this does also have a major side effect of causing HMs to be consumed when used on a Pokémon, much like TMs do ordinarily. You can get around this by following the tutorials to make TMs infinite use found here: https://pastebin.com/X08TB1Fq. If the infinite use is applied, HMs are no longer consumed on use even when this tutorial's change is added.

Instructions

In Platinum, open the arm9 and then at offset 0x7D29C, change the value from 01 to 00.
In either Heart Gold or Soul Silver, open an uncompressed arm9 then at offset 0x78034, change the value from 01 to 00.
