---PHASE, BACKGROUND

As far as I can tell, Phase knows as much about what she is and where she comes from as anyone else. I might suspect she was hiding something if she wasn't Phase. If she is hiding knowledge, it's a hell of a long con.
Correspondence with people more learned in the paranormal has not helped classify the variety of ghost Phase is. The jury's still out on whether or not she's actually the remains of a deceased person. All she's told us, and apparently all she knows, is that she woke up in a street the way she is and it, quote, “just kind of went from there.”

-THE GUARDIANS

Global-level heroes, beloved by all, etc. etc. In operation since the 1970s, formed in the wake of the retirement of the American Crusaders. Current official roster includes Beetle Knight, Rocketeer (II), Salamander (III), and Stonewall, and current official team leader Captain Mongoose (II), although several heroes appear so frequently in association with them as to be commonly mistaken for part of the team.
After a rocky start and their betrayal in 2003 by Angelus, the Guardians are now accepted by almost every country on Earth as the planet's official protectors, and most people consider them beyond reproach. This is probably helped by the amount of time they spend off-world or in their secret clubhouses where we can't see them fucking up and talking shit like humans and celebrities do.
Still, this is probably a rare case of the reason they look so squeaky clean is that they actually are that nice. They can certainly be counted on to clean up our mess if we fuck up.

-SHOCKWAVE

Street-level hero, mostly operates on the east coast. Curiously hasn't settled on a city as his “territory”, drifting from one to the other. When pressed on this he commented that none of them “feel right”, but he seems fairly mentally sound in general. Unlikely to go rogue, even less likely to come out and do it here. Not a threat.
