- From what I have gathered, it seems like backlinks are the way to go? My onpage seems fine but I'm just not getting where I want to be.

- You should give some description about the top ranking sites in the SERPS so people can help you better. If it's as competitive as you describe it, then a good on-page will only get you so far. As you said, you'll need some really strong backlinks. It's a general advice because you haven't provided much information about the keyword.
- I would suggest you target some low competition (long-tail) keywords in your niche first. And once you start to rank those, you could try targetting the harder ones.
- As per your description this is local: very competitive keywords in a very large city.
- One example of a niche that comes to mind is local SEO. So yes you need powerful links including PBN to rank for, say, New York SEO (just an example).

- How do you eat a whale? One bite at a time.
- Start focussing on low competition keywords first (longtail and lsi) -> rank and get targeted traffic -> get more and better backlinks -> target medium competition keywords -> rank and get targeted traffic -> even better backlinks and publicity -> target high competition keywords
- Don't expect to rank within three months. Don't even expect to rank within one year. Competition is not sleeping. This is longterm and it will pay off if doing it correctly.

- Do-follow backlinks have the most power. So yes, having GOOD do-follow backlinks to mysite.com/maidservicenyc should help (considering you have a HQ article and good on-page). It's always best to have a mixture of both do-follow and no-follow backlinks in your profile though.

- By reading your post, I take it that you don't have much experience with SEO. Hence, I would strongly suggest you to read the forum and learn more. Then start with some low-comp keywords and try to rank them first.
