  3. Admins are put in charge of operations as a whole, while operatives are in charge of specific parts of the operations in order to keep a close eye on things
  4. IE: Team Plasma is trying to coerce Fennel and Amanita into working with them, they have a group that raids their building in Castelia, while another group causes dispersed ruckus throughout the city to keep the police busy and distracted. There would be at least two operatives: one with the raiding group and one or more working with the distraction group. The operatives report to the Admin, who advises them on how to proceed.

Most Admins usually stay in a location away from the operation where they can escape easily if things go really south (if police intervene they're safe from being arrested, etc) but occasionally they'll have to go out on location (on location jobs tend to be given to less essential Admins: newer ones, screw-ups, troublemakers, etc). Operatives work on location, but in cases when something goes wrong tend to personally report to the Admin since it means they'll be going to a safe location, but after a case where an Operative didn't realize they were being tailed and wound up getting the Admin arrested too this can result in harsh punishment (however, if an Admin and an Operative are on friendly terms, they might let them get away with it.

Admins are chosen for operations based on their skill sets and reliability among other things, but the Operatives assigned to them are mostly randomly chosen (although if a specific Operative has proven themselves in a specific scenario they are likely to end up being given priority when similar operations arise. An Admin can request specific Operatives that they have worked well with in the past, or who they know is skilled at the kind of job they're going to need, but if it's specifically for fraternization purposes it's not allowed (although it does happen covertly).

  10. Admins have access to Team Plasma's most powerful pokemon, but are also allowed to use pokemon they acquired themselves if they desire.
