WHEREAS, We, the members of KABAL, do wish for a change in governance, the following actions are to be taken, in order:
1: Create an entity known as KABAL, which is the manifestation of our will. Kabal is, for all intents and purposes an @, and will act through the registered player KABAL.
2: Create a core rule, entitled KABAL IS KING with the text
<blockquote>The @ known as KABAL is the Dictator. The @ known as KABAL may achieve victory. The Dictator may alter the ruleset or gamestate in any way, at any time. This rule may not be repealed or modified except by the Dictator. If any sentence refers to "the Dictator", without explicitly stating within that sentence which dictator it is referring to, it is assumed to be referring to KABAL. Any rule that has the term KABAL in its title is a KABAL rule. KABAL rules may not be created, modified, or repealed except by KABAL.</blockquote>
3: In rule 3.1, change the text
<blockquote>but excluding all other @s) then Quorum is equal to half the number</blockquote>
to
<blockquote>but excluding all other @s) then Quorum, for the purposes of that Rule or Gamestate document is equal to half the number</blockquote>
4: Add a new core rule entitled KABAL'S PROCEDURES:
<blockquote>
* If the majority of Kabal's members deem that Kabal should  make an action, then Kabal makes that action
* If a majority of Kabal's members support a given player's becoming a member, that player becomes a member.
* If a majority of Kabal's members support the revokation of a Kabal member's membership, then the membership is revoked
* If a majority of Kabal's members support specific changes to this rule, then those changes are made.
