Use the Twitch client to open the folder of your SilverBullet pack install. Then place this file in the scripts folder, replacing the current recipes file. Now your JEI and singleplayer recipes will be synced with the server's.

Note that your configs aren't automatically the same as the server's, so there won't necessarily be complete mechanical continuity between a singleplayer testing world and the server.
