They are very easily swayed and are moved more emotionally than logically. Shakespeare is portraying the fickleness, instability, and unreliability of majority opinion.

When people are rallied up, they will just go with the popular opinion. Since everyone in power was explaining to them that Caesar was a bad ruler, the crowd went with it.
