You should be able to appoint deputies, but nominally you'd still be in charge (because the language says "previously designated by the chief scribe" and you're not actually the chief scribe). Once Syberis is accepted as Heir, you can officially appoint him as interim administrator of the council of scribes. First of all, giving border control to a guardian is potentially dangerous in a serious situation where a high influence nation or two has just been kicked. Yes, they can spend influence to kick someone for you, but they can also clear the banlist and that would mean influence had been wasted to get them out a 2nd time.
