Ooh. Technical fix: You can assume the administration of the council of scribes for 5 seconds, appoint a deputy (in this case me) and then make the deputy do the job. All you gotta do is go make a post to that effect.

Ok, so right now, by law: You're the only person who is officially capable of administrating the council of scribes. You should be able to appoint deputies, but nominally you'd still be in charge (because the language says "previously designated by the chief scribe" and you're not actually the chief scribe).
Once Syberis is accepted as Heir, you can officially appoint him as interim administrator of the council of scribes. As there's very little else for him to do that's probably not going to be a problem.

essentially we ignore intent in the finding of guilt. We can take it into account in the sentencing, but "I didn't mean to" isn't a valid defense against a crime.
In that situation we don't bother with anything other than the basic facts of the case.

It's likely that some of the amendments have created unforeseen problems, because that's usually the case when I'm not paying attention to what people are doing.
Also, and I say this with no sense of irony: A more powerful council of guardians should have about 7 people on it to ensure abuses are more difficult to get past the whole council. It'll also be helpful for the obvious ingame reasons (more people means it's less likely one or two guardians can really fuck up our day)
who is available for those positions, I don't personally know

Well obviously this is hush hush, because it's all based around suspicion and would be hurtful if it's wrong and our lack of confidence was known to Josh.
So this is just you and me.
First of all, giving border control to a guardian is potentially dangerous in a serious situation where a high influence nation or two has just been kicked.
Yes, they can spend influence to kick someone for you, but they can also clear the banlist and that would mean influence had been wasted to get them out a 2nd time.

My relationship with Cormac was essentially almost equal (given his position it could never be fully equal, obviously). He needed someone outside of his governmental structure but who still had a vested interest in Osiris that was willing to discuss things on an even playing field.
