So, a short story first explaining why I bred these.

I mainly play on the Special Battle Spot ladder. Currently, the VGC rules are in effect.

I've seen Garchomp and/or Kangaskhan almost every match. They're EVERYWHERE, and for good reason. Garchomp is the most-used Pokemon in VGC 2014, and Kangaskhan is arguably the best Mega in the format. I searched for a way to beat these two, and I came across this Charizard build.

Use a Modest nature with this EV spread: 188 HP, 48 Def, 116 Sp Atk, 156 Speed

156 Speed EVs gives Charizard 140 speed at L50, outspeeding max speed Smeargle by one point. The other EVs guarantee survival against both Jolly Garchomp's Rock Slide and Jolly Mega Kangaskhan's Return, after which you OHKO back with HP Ice and Overheat respectively. Calcs below:

You may ask, what about Rotom-W? 116 Sp Atk EVs don't guarantee a Solarbeam OHKO, so how will you beat it?

My answer is: even if you went max Sp Atk, properly EV'd Rotom-W still survives Zard Y's Solarbeam and attacks back with a super effective Thunderbolt. Thus, I left it out of my moveset and just let the rest of my team deal with it. Possible partners are Chlorophyll Venusaur and Ferrothorn. If you insist on carrying Solarbeam, you can drop Overheat and just double-target Kangaskhan to get the KO on it. I just hate playing against Kangaskhan that much.
