Timer starts when you begin movement, which is 3.5 seconds after hitting OK on character creation
If you don't get a Biometric Scanner at the store, farm one from the turret on the way to decoding the chip.

Do vault 111
   Clip to electric room
   Grab Gun and rounds
   Clip to skip Pip-Boy
   Setup the slide and do the slide upon exiting the vault(style varies)

Grab the museum FT(Fast Travel) point
   Grab pistols for item clipping, minutemen outfit if possible
   Look for Jet/Buffout inside within coolers
   Kill the raiders inside, talk to Preston (get some coffee cups for ceramic)
   Go outside, get the Power Armor and Minigun
   Fight the raiders outside
   kill everyone else, Get Action Boy
   FT to the Museum

   Talk to Preston again, cover slide to Greenetech with Power Armor
   Leave the power armor there
   Clip in the sewer with menu warp

Walk to Goodneighbor
   Discover Mass Fusion on the way
   General Store Vendor for armor, meds, biometric scanner(bonus: guns, buffout, nc quantum, jet, fatigues, baseball outfit)
   Steal Fat Man and Mini Nuke
   Equip/Bind everything, level up for Solar Powered
   Discover Park Street Station
   Clip into DC then leave

Run to Virgil's Cave
   Set up coverslide on the way
   Make a hard save file outside of the cave
   FT to Greenetech, get Power Armor
   Slide from Vault 111 to Fort Hagan

   Clip to Kellogg and kill Kellogg with Fat Man
   Get the military grade circuit board
   Get the quest in the terminal
   Quicksave and Load Warp to Sewer

FT to Park Street Station
   Clip all the way to Nick and save him
   Quicksave after getting the memories quest
   Load warp to Sewer
#
FT to Goodneighbor
   While Nick is being looked at, grab the Jet upstairs on the middle mirror-table if you need it
   Leave building after memories
   Leave and FT to Virgil's cave
   Get the courser quest

FT to Greenetech Genetics
   Kill courser with Fat Man, get the chip
   Quicksave and warp to Sewer
#
FT to Mass Fusion
   Walk to the Old North Church, go inside, head to Railroad HQ
   Make a save file at the door to the HQ inside
   Decode the chip with Tinker Tom
   Quicksave and Wrong Warp to Virgil's Cave
   Talk to Virgil, leave, level up pickpocket perk twice

FT to Sanctuary
   Pickpocket Sturges and get the settler quest
   FT to the museum
   Walk to the settlers and kill them
   Tell Preston about the settlers, get the teleporter quest
   FT to Sanctuary
   Do everything you have to do to build the teleporter (Preston, sturges, build, sturges, build, sturges)
   Teleport into Institute

Warp to Institute
   Relay the Minutemen inside, get the reactor bomb from Preston
   Make a save file by the door near the elevator
   Chair clip and jet jump OoB into Advance Science
   Load the reactor core with the bomb
   Quicksave and Load Warp to the teleporter room
   Go to the teleporter, get Desdemona's quest
   Quicksave and Load Warp to Railroad HQ

   See Tinker Tom, get the quest
   Quicksave and Load Warp back to Institute
   Enter the teleporter, flip the button
   Timer ends when the HUD goes away before the cutscene
