The likelihood is tremendously low that on the SAME EXACT DAY, at the same conference, the three Russian spies had the same binder in their possessions, and talked to two different "analysts from a New York-based energy company" before/during/after talking about sensitive material.

  73. Page’s entree to Trumpworld has been a source of intrigue in recent months amid reports that he is a subject of the FBI’s investigation into Russian meddling in the election.
  74. Page was named by former British spy Christopher Steele in an uncorroborated dossier alleging that he was tapped by Paul Manafort, Trump’s campaign chairman for several months last year, to negotiate on behalf of the campaign to help influence the election.

  76. The FBI reportedly used the dossier as part of the basis to open its investigation into potential Trump team collusion with the Kremlin.
  77. Steele’s work was also reportedly cited in an application for a surveillance warrant against Page obtained by the FBI in September.

  83. Something I couldn't quite wrap my head around wrt to the FBI using Carter Page is that it seemed like Page had relatively limited contact with the Trump campaign, making him seem a rather strange and perhaps dubious choice to use as a surveillance tool of Trump.

  85. But with a bit more knowledge, it becames ery clear why the FBI chose Page, and why he was a *perfect* to to allow the FBI/DOJ to surveil Trump:

  87. (i) Page was an existing, secret asset of the FBI, an Under-Cover Employee who was sufficiently talented at his trade that his undercover work helped the FBI bust a Russian spy ring (see the Reuters article).

  89. (ii) The FISA warrant the FBI got on Page (with the help of the Steele dossier) was a Title I warrant, not Title VII.

  91. (iii) Title I means the FBI was claiming Page was a Russian spy.

  93. (iv) Title I surveillance authority is not some innocuous request for metadata. Title I FISA surveillance is the most intrusive, exhaustive and far reaching type of search, seizure and surveillance authority the law allows, permitting the FBI to look at every scintilla of Mr. Page’s life. ALL communication, travel and contact can be opened and reviewed.

  95. In addition, the FBI can look at EVERY SINGLE PERSON Page came in contact with, WITH THE SAME SURVEILLANCE AUTHORITY: every single aspect of their lives and their activities in growing and concentric circles; without limits to current time or historic review (i.e., backward in time).*
