  1. If your policy requires excellent execution then it's bad. Complexity is killer since you will always have suboptimal implementation in government. Simplicity is good, even if conceptually less sophisticated because it will survive boneheaded policy makers and bureaucrats. Makes sense to include raclism in the inevitable compromise as a buffer or margin of safety.

  3. It's about balancing ideological diversity (which is good) with unity (also good). Racial homogeneity does a decent job of that. Any sort of instilling of society's values will also take better since it resonates with a fairly standard template. And non-whites dont share civnat values anyway so I dont see why it is an issue, of course the real reason is the tension this creates along racial lines rather than their disagreement, this is just a wake up all to civnats or a narrative-breaker
