  6. A generation into the rebuilding of Kumogakure, it was decided that a kage would need to be choosen if the village was to be taken seriously as a Ninja force once again. Fearful of the Nation that would swollow them up given a chance they had remained hidden amongst the mountains and allowed only the very lightest rumors to be whispered of the village's return.

It was argued at the time that the first Raikage should be choosen from amongst the old families or the nobility from the captitals which held much of the village's wealth while others said that one of the council of elders which had formed should be choosen. Power, money, skill and influence; they could not decide which was more important. It was decided then, fifty years after the first stone was set in the effort to rebuild, that a contest would be held to decide on the first leader of their new home.

  14. Emiko was not of the twenty young and women elected to compete. A woman of exceptional beauty and strength, she was choosen as a candidate but turned down an entry in the contest on plea that she was not ready; that she must train more before she felt herself worthy to contend for leadership. Instead her younger brother, Eiji, joined and so, While the rest of the village gathered to watch the proceedings, Emiko left by the gate with her team of three to patrol the country side; the feel of the earth had left her uneasy.

  18. And while the people celebrated it was they who stumbled upon the small army of mercenaries, hired by the Shogun, to investigate into the rumors of Kumogakure's return. It was she who coordinated her three chuunin in an attack, destroying three dozen men so that the Shogun believed the mountains had swallowed them up. It was her that returned to the village as her own brother had just completed the last of the tests and with her the severed head of the general which hung in hand.

Eiji, knowing the strength of his sibling and the weakness in himself used his victory over the contest to ask that Raikage be given to his sister and that instead he act as her protector and advisor. Unable to refuse, the council named Emiko the first Raikage, thus raising the kagestu family from a clan of middle class shinobi to great prestige.

  26. From this a tradition was born; the Kagetsu clan strived to produce only the best trained shinobi, making it a matter of pride. Eiji's son, born to him one year after his sister's ascension to Kage was trained beneath his aunt and became the third Raikage. His sister became his protector, thus beginning a chain rarely broken as the kagestu dominated the position of Kage.
