  9. *Acknowledging that the urban areas of the Mountain States are under severe threat from decaying infrastructure, high crime, and poor access to social resources, all of which lead to high rates of drug abuse, the House legislates the following bill drafted by the Executive Office of the President:

  11. *The creation of an Urban Renewal Management Agency will be authorized under the oversight of the Department of the Interior and Department of Health, Education, and Welfare. It will bear responsibility for:

  13. -Hosting local public forums, in collaboration with the local government outreach programs, the Chamber of Commerce, and grassroots community organizations, to meet with the public at the end of every fiscal quarter to provide reports and receive feedback.
  14. -Overseeing an investigation, 1c, on unnecessary and outdated restrictions on investing in areas with an average population living in areas whose average income is 10% below the current poverty line, as well as a similar.
  15. -Cooperating with the MSDA on the establishment of new nutritional guidelines, in consultation with scientists and food industry experts, with which the current Food Stamp Program and school lunches will establish a weighted system favoring the purchase of American-made necessities, discouraging the sale of junk food, sodas, and fried foods. 1c will be moved from the food stamp program for one year, until the effects of the Administration's food distribution policy is to be seen.
  16. -1 credit of temporary ethanol subsidies for those distributing fuel to inner city areas

  18. -1 credit will be allocated as a temporary relief for the arts, athletics, and after-school programs within public and private schools as well as community centers and religious leaders
  19. -50.1% ownership of a new Urban Renewal Corporation, whose remaining shares will be open to private investors. The sale of these shares will supplement the program to a total of two credits. The URC will serve as a contracting force for the creation of basic urban infrastructure, and will be authorized to coordinate with local investors in subsidizing property prices in commercial and industrial districts.
  20. -Further sales of government shares may be pursued in a year hence, with a 10% cap of private investors per firm
  21. -One year tax exemptions will be provided for those who "buy American, hire union" in affected areas, whilst the URC will adhere solely to this party.
  22. -1 credit will go as subsidies to small businesses presently operating in affected areas

  24. *The Creation of a National Drug Task Force will be authorized under the oversight of the DEA and in cooperation with the URMA. They will coordinate primarily on the prevention of the spread of drug use, and will receive:
  25. -1 credit for increased anti-drug awareness in schools, including outreach programs for those in recovery to share their stories and discussion of drug safety alongside promoting "just say no" as a patriotic, responsible attitude to drugs
  26. -1 credit to the modernization of our police force's anti drug procedures, including naloxone distribution, further training in dealing with drug distributors, and community outreach.

  28. 6c spent. Potential for profit from URC benefiting both private and public sectors. 1c to be removed for one fiscal year from food stamps regardless of budget vote.[/quote]
