Take the bottom path to the tunnel, dodging Bug Catcher Jose. Do not Repel until you've killed an encounter. Then take the top path back to Rustboro, fighting Youngster Joey (WG, WG+WG).

- Only L5 Wingulls (the 1% slot) give 44+ exp on Route 104
- Assuming one killed encounter on Route 116, only lost level is L24 after CTB (for Swablu catch and potential Zig candy use)
- The extra Attack and Speed EVs don't help
