Old CatExt Manipless rules

Overview

    Goal/Restrictions: Beat the game, without the use of RNG manipulation.
    Category Type: Glitchless.
    Timing Method: Timing starts when New Game is selected and ends on the first fully white frame before credits after Red is defeated.

Category-specific rules

    Hard resetting during the run is not allowed.
    Winning the lottery in the Radio Tower is not allowed, to prevent abuse of intended rules (runs winning the lottery will be assumed to have manipulated the lucky ID number).
