A free player can technically perform on the same level as a paying player during pvp. Practically, a free player will not matchup to the grinding speed of a paying player. Since there is no levelcap, a paying player will always be ahead of the curve in a heavily gear and luck dependent game leading to the poor being easy pickings.

Yes, but keep in mind you'll be paying approximately 50 more on top of base game to make it playable.
