  78. 4:31 PM - Lucius Ursinius: Here are the military reforms:
  79. I. Henceforth, the capite censi, those men who hold no property shall be assessed in the census. These men are to be "counted by the head," thus now placing them among the ranks of those who can be recruited for the purposes of providing men for Rome's military.
  80. II. Henceforth, Rome shall maintain a standing army of no less than five legions. Additionally, training and equipment shall be standardized throughout the legions. Drilling and training shall take place all year round, even in times of peace, not just when war threatened.
  81. A. The composition of the legion shall be standardized in the following manner:
  82. 1. Between 2 and 6 legions shall comprise an army.
  83. 2. The total number of men in a full strength legion shall be 6,000, with 4,800 actual soldiers while the rest shall be classified as non-combatants.
  84. 3. Each legion shall consist of 10 cohorts of 6 centuries each.
  85. i. The first cohort shall consist of 5 double strength centuries (each containing 160 men).
  86. 4. Each century shall consist of 100 men, 80 of which shall be legionaries and the remaining 20 non-combatants.
  87. 5. Each century shall consist of of 10 contubernia led by a decanus.
  88. i. The contubernium shall consist of 8 legionaries and 2 non-combatant servants who tent and mess together.
  89. B. Each century shall fight as a unit, march as a unit and camp as a unit. It shall carry with it all the arms and accoutrements required to feed and maintain it as a fighting unit. Each man was responsible for carrying his own supplies, weapons and several days' worth of rations. The legions were shall be kept in peak physical condition and discipline by constant training.

  91. A. The state shall provide permanent employment and pay for those who enlist, in addition to the opportunity to gain spoils on campaign.
  92. B. Those who enlist will serve for a term of 16 years.
  93. C. Those who enlist shall be offered retirement benefits in the form of land grants.
  94. 1. Members of the head count who will have completed their term of service will be given a pension by their general and a plot of land in whatever conquered region they are stationed in on which to retire.
  95. 2. Officers and commanders shall be given monetary rewards.
  96. IV. Rome shall initiate the construction of three fleets at the following locations:

  98. B. Syracuse
  99. C. Brundisium
  100. V. The Praetorian Guard shall be established for the purposes of protecting Rome's generals in the field. However, the Praetorian Guard shall not be permitted to enter Rome.
