Note:
I was not involved; however, my friend that was involved asked me to make this ticket for him as I have better grammar and overall can type out stuff better than himself. So here I am writing out a ticket for him...

Firstly, the situation started when Leon Shaw and Justin Stars were out searching for a stolen vehicle or something.
Swanker pulled up on his Carmelo Peterson character riding a Kawasaki Ninja H2R on the street and began talking crap to Justin via In-Character chat.
Soon after, Swanker pulls off and does a U-Turn on his bike and comes speeding back up to the scene which is when he crashes head-on into a Ford Mustang on the road going at-least 100 kilometers an hour. Swanker proceeds to roleplay'ly tumble off of the bike and onto the sidewalk...
He is then tazed by Bryan Anderson but doesn't seem to roleplay it as the logs show...
Swanker then proceeds to roleplay picking up his bike, then gets onto it and leaves...
Every bit of Roleplay Swanker himself actually did in this situation was only done in six to eight lines of roleplay.

In my opinion, after slamming head-on into a vehicle at over 100 km/h (62 mp/h) Swanker should've roleplay'd some form of injuries, along with severe damages to the bike's front-end... However, he just speeds off and leaves the scene...
Less than a minute later, Swanker returns to the scene and proceeds to tap some binds of removing a Glock 17 from a holster; then proceeds to shoot Bryan Anderson in the arm as he speeds off again... Keep in mind, he has done ALL of this AFTER slamming into a car Head-On while riding a Kawasaki Ninja H2R at 100+ kilometers an hour... The bike itself should've been completely disabled after the initial crash, along with Swanker properly roleplaying some injuries instead of just getting back up and leaving the scene...

Five minutes later; Vincent, Leon, and Justin took Bryan to to the hospital where he was put into a /recovery time inside of their E.R. Operation Room...
As he's inside serving out the /recovery time of his injuries, Swanker shows up to the hospital and walks in and shoots Bryan again; this time killing him...
In my opinion, it seems as-if Swanker failed to roleplay the hospital's armed security and metal detectors to just freely walk in, then shoot Bryan; then freely walk right back out without anything being done...

This entire situation happened outside of the SEMC while there were only two cops online, one of which was Bryan himself...
The SEMC is classified as a Safe Zone, therefor; Swanker really shouldn't have been there provoking Bryan to chase him... He also shouldn't have been committing serious crimes there all while knowing there were only two cops online... With him being a member of the Upper Administration Team and a State Trooper, he should clearly know the rules regarding Safe Zones...

To abbreviate my entire report... We're reporting Swanker for the following reason(s):
1. Provoking the Police
2. Failure to Properly Roleplay a Car Accident
3. Failure to Properly Roleplay the Security Staff at the SEMC
