Of course, Pokemon still explore on foot - that's the way they've always donei t. And what kind of machine could ever hold up to the type energy and honed instincts of a veteran explorer?

Then the 'dungeon-thoughtscape' of the world started thinking about these lumbering machines showing up over the world and started producing its own versions in dungeons. And that made guildmasters over the world go 'oh, THAT'S how'.

Flux Forge's Industrial PokeWalkers are now being aftermarket repurposed by pioneering Guilds to become pilotable machines built to fight machines. After all, there's so many of them out there that there's room to experiment with all sorts of modifications and designs and it'll hardly put a dent in the market. Bronze and Silver rank explorers, being the most in danger if they come across a wild Mech in a dungeon, are the first ones to put these jury rigged machines to the test, exterior panelling added to make them look like the Pokemon of their choice and weapons mounted on.
