- SUMMARY.
- 1. You will have to follow both rules of the member of SSN you are posting from, as well networkwide SSN rules.
- 2. If the communication takes place in a bridged channel, then you will be punished under networkwide rules. If you doxx, DDOS, or hack any member of SSN or user of one, or encourage, order, or help someone to do so when you know or should have known they were serious and that they had a reasonable chance of actually trying, you are punishable by networkwide rules wherever you may be posting from.
- 3. Spamming, trolling, and seriously advocating genocide are forbidden.
- 4. Illegal content is forbidden.
- 5. You may be punished in three ways under networkwide rules: banishment, restriction, and quieting.
- 6. Banishment totally bans you from access to any member of the network. Other users are free to contact you through any means other than the network, without being liable to punishment under either local or federal rules.
- 7. Restriction denies you access to bridged channels. Whether you may join other members of SSN is a matter of their owners' discretion.
- 8. Quieting denies you the right to speak in bridged channels. Again, whether you may join other members of SSN is a matter of their owners' discretion.
- 9. For minor offenses that are not malicious you can receive infractions. An infraction can consist of any of the above three punishments imposed for 24 hours or less or just a plain warning. Infractions do not reduce any rights.
- 10. You may appeal any punishment for violating a networkwide rule by giving a concise statement of the causes for which you disagree with it to the Administrative Committee, which may contain evidences or statements from witnesses if you believe they will support the appeal.
- STRUCTURE AND GOVERNANCE.
- 1. Systemspace Network, or SSN for short, is a federation of channels, servers, and other nodes, herein collectively called "members", each one of which retains its independence and right to rule itself.
- 2. Federal rules bind every person using a member (called here "user") and every user in a position of authority, such as moderator or administrator, on any member is responsible for enforcing federal rules to the same extent as rules of that member (herein called "local rules").
- 3. The supreme authority of SSN is an assembly of each user owning a member or operating any means connecting two members (herein called "bridge").
- 4. The assembly may elect a Technical Committee and a Governmental Committee, for setting technical standards, establishing protocols and guidelines, and timely responding to technical problems, and for interpreting this constitution, resolving disputes between members and users, and hearing appeals from bans imposed for violation of federal rules respectively.
- 5. Membership in both committees, and in other such committees as the assembly may establish, is not limited only to members of the assembly.
- 6. Federal rules only apply to communications that pass over a bridge connecting two members, except when the conduct threatens the safety of the users, members, or infrastructure of SSN, in which case it applies everywhere in SSN.
- 7. Local rules and federal rules will be interpreted to conform with each other whenever possible; but when such is not, federal rules take precedence.
- 8. Within the limits of federal jurisdiction, the Governmental Committee may strike down local rules if they violate this constitution, subject to overriding by the assembly.
- 9. No new federal rule can be enacted without the unanimous consent of the Assembly. Before enactment a proposed rule will be published for at least one week, and will not proceed to enactment without a broad community consensus for it.
- 10. All federal rules are to be incorporated in this constitution.
- OFFENSES.
- All Internet codes of rules, by their nature, are speech codes, infringements upon freedom of speech we are loath to make. Recognizing that the proper solution to speech is more speech, not enforced silence, we must still admit certain expressions and actions to be too inflammatory, dangerous, or degrading for it. It is therefore prohibited to:
- (1) Reveal personal information about (doxx), carry on denial-of-service or distributed denial-of-service attacks against (DOS or DDOS respectively), or attempt to gain unauthorized access to or to destroy (hack) any user, member, node, channel, server, bridge, or any other infrastructure of the SSN.
- (2) Send a large amount of meaningless messages (spam), intentionally annoy, disrupt, or argue not in good faith for personal amusement, to satisfy a personal vengeance, or for any other reason other than to contribute to the community (troll), or seriously advocate genocide against any group of people, where the communication at issue passes over a bridge.
- (3) Where the communication at issue passes over a bridge, violate any law applicable to any jurisdiction where the communication may be carried by the bridge, or by bridges connecting the bridge's endpoints to any other member, channel, or server.
- (4) Conspire with, command, counsel, advise, procure, or cause any other person to commit offense (1), when a reasonable person would have believed it was serious and that the offense had a reasonable probability of actually being carried out, anywhere.
- PUNISHMENTS.
- 1. There are four punishments for the above offenses:
- Banishment - for serious and repeat offenders, consisting of removal and prohibition of access to any member of SSN. The punishment for offense (1) is mandatory permanent banishment.
- Restriction - for intermediate offenders or offenders whose acts are localized to bridged channels, consisting of prohibition of access into any bridged channel. A person subject to restriction is still free to join any other member of SSN, subject to the discretion of the users of that member in a position of authority over it.
- Quieting - for minor offenders, consisting of prohibition to speak in any bridged channel. A person subject to restriction is still free to join any other member of SSN, subject to the discretion of the users of that member in a position of authority over it.
- Infraction - for acts inconsistent with a healthy community but which are not malicious in their nature. May consist of the three above actions imposed for not more than twenty-four hours, or a warning. An infraction does not deprive its subject of any rights as a user.
- 2. All users of SSN are free to contact former users who have been excluded from SSN as a punishment, without being punished themselves under any local or federal rule.
- 3. A punishment imposed for a violation of a federal rule may be appealed to the Administrative Committee. The subject must submit a plain and concise statement of the causes for which they dispute the punishment, such as that facts were misinterpreted, rules were misapplied, or the rule under which the punishment was made was invalid. In response, the banning moderator or administrator may file a brief and simple statement in reply. The Committee, after considering both statements and any statements and evidence from witnesses each party may bring in, will render its decision by a majority. If the Committee is tied, the punishment stands.
- 4. A punishment imposed for a violation of a local rule may be appealed to the Administrative Committee on the ground only that the local rule is inconsistent with this constitution.
- 5. No person can be punished twice for the same act, even if one punishment is under federal rules and the other is under local rules. The sole exception to that is an act taking place outside a bridged channel but still punishable under federal rules.
