Here is my position - EFL owns 2 or more quarters on it's own. EFL is strong enough to defend and knock out facilities it is interested in.
I do not support attacking clans for no reason
Apart from the war and occasional defences against #464, all of our PVPs have been pre-arranged training

The closest parallel I can think of is national army. It acts as a deterrent. As long as the country is democratic, it will not engage in too many battles
