  27. war with corruption and down in that

  31. Mexico University and I also mentioned a

  33. cohort of mine who fought along with us

  35. and was remarkable human being

  37. Earl J Montoya and he was he is and was
  38. 0:39
  39. currently a retired NASA space manager

  41. he had a career there for about almost
  42. 0:47
  43. 30-some years maybe or so anyone can
  44. 0:51
  45. Google Earl J Montoya and you can see
  46. 0:54
  47. there's pages of references to his work

  49. at NASA not right now actually mm-hmm

  51. and we're actually very good friends you
  52. 1:03
  53. know I just actually talked to him this
  54. 1:04
  55. morning and we did a lot of work
  56. 1:08
  57. together four years but that's where
  58. 1:10
  59. this Russian situation comes up in here
  60. 1:13
  61. and I had I forgotten about this uh you
  62. 1:18
  63. know for a while and and it hit me after
  64. 1:21
  65. that interview like wow this may be the
  66. 1:24
  67. time to talk about what what Earl told
  68. 1:27
  69. me about the Russians and NASA yeah and
  70. 1:30
  71. only and I'll tell you why because how
  72. 1:34
  73. relevant is that right with this answer
  74. 1:37
  75. anti-russian narrative what happened is
  76. 1:39
  77. when that anti-russian narrative started
  78. 1:42
  79. to come into play about a year and a
  80. 1:44
  81. half ago or so somewhere now in the time
  82. 1:46
  83. especially when Trump was coming in as
  84. 1:48
  85. looking to start to look like he was
  86. 1:50
  87. going to be winner yeah I called Earl

  89. because he had told me this story I'm

  91. going to tell you in a few minutes he

  93. had told me this story years ago you

  95. know he told you know he shared a number

  97. of his experiences at NASA some of them

  99. very interesting and some of them

  101. confirming some things people be

  103. interested to know other good

  105. the bad stuff okay but but this story in

  107. particular I actually called him up when
  108. 2:20
  109. that rented that anti-russian narratives
  110. 2:23
  111. started coming in I actually called her
  112. 2:24
  113. up and said Earl I'm going to write down
  114. 2:26
  115. all the details of that story you shared
  116. 2:28
  117. with me because I feel like that's going
  118. 2:30
  119. to be very relevant in the future here

  121. and so he told it to me and I wrote it

  123. down and then it just hit me

  125. like last night like wow this might be

  127. the opportunity to share this story okay

  129. so here's the story Earl

  131. uh Jane Montoya actually was he was
  132. 2:51
  133. actually involved in the program that
  134. 2:53
  135. got that monkey into space when they
  136. 2:55
  137. first sent the monkey up right he's like
  138. 2:58
  139. historical okay how old guy is he he's
  140. 3:01
  141. 80 Wow okay yeah so the pictures of yeah
  142. 3:04
  143. the internetter either not him or very
  144. 3:06
  145. old yeah they're very yeah young looking
  146. 3:09
  147. of the ones that show Earl now from
  148. 3:12
  149. those days grow up anyway Earl was in
  150. 3:18
  151. charge of multi-million dollar budgets
  152. 3:21
  153. for the development of the space station
  154. 3:24
  155. at western Virginia the ISS yes although
  156. 3:31
  157. he didn't use those let me say the TV
  158. 3:34
  159. news those initials for me he just told
  160. 3:35
  161. me the base station at western Virginia
  162. 3:38
  163. the development the space station he had
  164. 3:41
  165. meetings related to this project
  166. 3:44
  167. countries was usually sent two to three
  168. 3:48
  169. representatives okay and they accepted
  170. 3:51
  171. into these meetings and these meetings
  172. 3:53
  173. were very important you know as a
  174. 3:55
  175. because Earl actually supervised the
  176. 3:59
  177. list of the people who would come and
  178. 4:01
  179. and of course that's a security measure
  180. 4:04
  181. right you want to make sure everyone is
  182. 4:05
  183. coming scientist and that you know they
  184. 4:08
  185. can you know okay to come go to so they
  186. 4:14
  187. would have those meetings it usually be
  188. 4:15
  189. two or three representatives at one
  190. 4:18
  191. point Earl notice that all of a sudden
  192. 4:21
  193. I'm kind of referencing my notes as I

  195. tell you this okay sure Earl's notice

  197. that all of a sudden 15 to 20 Russians
  198. 4:29
  199. were showing up at NASA out of the blue

  201. or the red case may be red true and he
  202. 4:43
  203. said uh they that he was ordered to
  204. 4:48
  205. allocate money from his from these
  206. 4:51
  207. budgets to these quote-unquote visiting
  208. 4:54
  209. Russians hmm this included living
  210. 4:57
  211. expenses uh and he said specifically the
  212. 5:03
  213. money came out of the space station
  214. 5:04
  215. budget so what time frame was the 1990s
  216. 5:07
  217. this was after perestroika this would be
  218. 5:09
  219. more like I believe the 80s late 80s
  220. 5:15
  221. possibly it was when Clinton's work
  222. 5:17
  223. office the Clinton was picketing was
  224. 5:20
  225. president at this time all right
  226. 5:22
  227. okay well so fine it was a way that had
  228. 5:24
  229. to be 1992 right okay so yeah post
  230. 5:29
  231. perestroika this fits in with Georgia's
  232. 5:31
  233. Operation Paperclip two scenario oh that
  234. 5:35
  235. oh that's interesting isn't it okay yeah

  239. was Clint president from 1992 to 2000
  240. 5:45
  241. and then george w bush stole the
  242. 5:47
  243. election and became president from 2000
  244. 5:49
  245. till 2008 then Barack Obama 2008 to 2016

  247. now gone from okay so that's that's very
  248. 5:56
  249. clear lineage there and yes it had to be

  251. because Earl retired some time like oh

  253. he retired within three or four years

  255. after this incident within three years

  261. when the Clintons gotten it had gotten

  263. in so that's right there's a correlation

  265. with the paper clip - so Earl stated

  267. that started noticing that the

  269. expenditures related to the Russians

  271. they discovered they were spending like
  272. 6:30
  273. a lot of money on jeans from Target huh

  275. okay okay yeah yeah because they could

  277. make a lot of money selling them back

  279. and rush

  281. Levi's were not imported into Russia at

  283. the time and was famous that selling
  284. 6:44
  285. jeans in Russia you know that movie
  286. 6:46
  287. Moscow on the Hudson you'd sell jeans

  289. for hundreds of dollars we'll see I
  290. 6:50
  291. didn't know that until I didn't know
  292. 6:52
  293. anything about that till Earl shared
  294. 6:54
  295. this with me in this narrative that I'm
  296. 6:56
  297. sharing with you below so right that's

  299. correct he said that he stated here in

  301. the notes that they got these jeans so

  303. they could sell them on the black market

  305. in Russia right he said other team
  306. 7:08
  307. members in the program were very aware
  308. 7:10
  309. of this too and were uncomfortable with
  310. 7:12
  311. what was going on okay yeah now

  313. apparently for Earl there were three
  314. 7:20
  315. major red flags that came up during this
  316. 7:22
  317. period is why 15 to 20 Russians instead
  318. 7:25
  319. of two or three why money being spent on
  320. 7:28
  321. target you know a target on jeans yeah

  323. why is that something they can expense
  324. 7:33
  325. rather than using their own personal
  326. 7:34
  327. money exactly okay right and and number

  329. two the Russians were not actually

  331. attending the meeting oh boy ha ha

  339. he's a brilliant engineer so my notes

  357. or somebody in a higher position and and

  359. deal with what was going on with his
  360. 8:17
  361. situation so he went and spoke to the

  363. director of NASA at the time mr. Daniel
  364. 8:22
  365. Goldin vol II aware of him yes okay

  367. there is a Wikipedia page on mr. golden
  368. 8:29

  371. however there's none on mr. Earl Montoya
  372. 8:33
  373. which I think that's very interesting
  374. 8:35
  375. but there is for mr. golden and Earl
  376. 8:38
  377. this was a private meeting that Earl had
  378. 8:41
  379. with mr. golden he told him about these
  380. 8:43
  381. expenditures and that his budget was not
  382. 8:47
  383. designed for this type of allocation in
  384. 8:50
  385. in other words this was a problem
  386. 8:53
  387. and Earl felt that was very important to
  388. 8:55
  389. bring it to his attention so in his
  390. 8:59
  391. private meeting with mr. golden mr.

  393. golden stated that President Clinton
  394. 9:06
  395. wanted to help out the Russians

  397. hmm and that's his words those are the
  398. 9:14
  399. words that he said to Earl

  401. suddenly now that's the worst thing you

  403. could possibly do okay

  405. Oh exactly uh-huh mr. so once again mr.

  407. golden stated to Earl J McCoy that

  409. President Clinton wanted to help out the
  410. 9:31
  411. Russians you know the thing interesting
  412. 9:33
  413. though point out is that even if he did
  414. 9:34
  415. want to do that I would imagine
  416. 9:36
  417. obviously the political climate was much
  418. 9:38
  419. different than I don't personally think
  420. 9:40
  421. anything has happened between the United
  422. 9:41
  423. States and Russia between then and now
  424. 9:43
  425. that should have made our relationship
  426. 9:45
  427. worse if anything I would think the
  428. 9:48
  429. advent of the Internet the increased
  430. 9:51
  431. frequency of air travel and the you know
  432. 9:54
  433. sort of colloquial shrinking of the
  434. 9:56
  435. world should make us closer allies with
  436. 9:59
  437. the Russians in terms of trade and
  438. 10:01
  439. political negotiations etc so you know I
  440. 10:05
  441. don't necessarily hold anything against
  442. 10:07
  443. the President of the United States
  444. 10:08
  445. whether it's in 1992 or 2017 wanting to
  446. 10:11
  447. have economic technological and
  448. 10:14
  449. political interactions with the Russians
  450. 10:17
  451. but it seems like there were as always
  452. 10:19
  453. with the Clintons a litany of
  454. 10:21
  455. improprieties and how it was done
  456. 10:23
  457. correct very much so and it was a it had
  458. 10:31
  459. to be something that was there had to be
  460. 10:35
  461. hidden agenda going out there because of
  462. 10:37
  463. what happens to Earl as a result of this
  464. 10:40
  465. which I will go into in just a couple
  466. 10:42
  467. minutes there yeah so I'm going to give
  468. 10:45
  469. you kind of a brief outline of a
  470. 10:46
  471. conversation where Earl responds he
  472. 10:49
  473. gives me the conversation right so I
  474. 10:51
  475. haven't quotes here he says he responds
  476. 10:53
  477. and he says well if this is you know
  478. 10:56
  479. he's in response to mr. golden saying
  480. 10:58
  481. Clinton wants to help all the Russians

  483. Earl's response was we should make this
  484. 11:02
  485. public

  489. that's that was his first response and
  490. 11:09
  491. mr. golden said to him no emphatically
  492. 11:13
  493. Earl said I can't keep the budget under
  494. 11:17
  495. control in these kind of circumstances

  497. right and then mr. golden reply

  499. responded to him by saying maybe you
  500. 11:25
  501. should find another position pretty
  502. 11:29
  503. threatening caters yeah and so uh at
  504. 11:35
  505. this time

  507. Earl he said this took place somewhere
  508. 11:42
  509. between the early 90s he believed you
  510. 11:45
  511. know so we already stated where you know
  512. 11:48
  513. where Clinton was president yep and he
  514. 11:50
  515. said that Earl was demoted after that
  516. 11:54
  517. meeting he was moved to the program
  518. 11:59
  519. manager for the atlas program remember

  521. he just went from working on the space
  522. 12:05
  523. station right okay which at that time
  524. 12:08
  525. was obviously the biggest project they
  526. 12:09
  527. have going I would think very and like I
  528. 12:13
  529. said the beginning multi-million dollar
  530. 12:15
  531. budgets yeah that he was overseen so he
  532. 12:20
  533. was demoted and moved to program manager
  534. 12:22
  535. for the Atlas program he he shared with
  536. 12:25
  537. me that he stayed for three years so
  538. 12:27
  539. that he could get his full retirement
  540. 12:29
  541. and during this period it was very clear
  542. 12:34
  543. to him oh well you know he stayed only
  544. 12:38
  545. for those three years because he knew
  546. 12:39
  547. that his career was over okay once he
  548. 12:43
  549. was demoted to that he knew that it was
  550. 12:45
  551. related to the conversation it was
  552. 12:47
  553. related to identifying the Russians and
  554. 12:49
  555. wanting to go public about it and so he
  556. 12:52
  557. just stayed those extra two years to get
  558. 12:53
  559. his full retirement and then retired
  560. 12:55
  561. however during this period he was very
  562. 13:00
  563. instrumental in getting the first
  564. 13:01
  565. Hispanic astronaut into space ellen

  567. ochoa

  569. Oh what about there's a there's a guy

  573. chang-diaz there's an astronaut from

  575. Costa Rica but maybe he wasn't the first

  579. familiar with ellen ochoa because i you

  581. know looked her all up when i was
  582. 13:24
  583. telling me the story and he Earl you
  584. 13:27
  585. know Earl is Native American

  587. well he's Hispanic and slightly Native
  588. 13:33
  589. American he grew up in Silver City New
  590. 13:35
  591. Mexico and came anyway so his his his
  592. 13:41
  593. legacy that he wanted to leave at least
  594. 13:44
  595. for those three years knowing that it
  596. 13:45
  597. was the end of his career was to get
  598. 13:48
  599. ellen ochoa in as an astronaut and and
  600. 13:51
  601. from what he said she is the first
  602. 13:54
  603. mexican-american astronaut right it was
  604. 13:57
  605. Franklin Ramon chang-diaz is Costa Rican

  607. American so that might be the
  608. 14:02
  609. distinction yeah well yeah that's Costa

  611. Rica as opposed to you American and
  612. 14:08
  613. that's a you must be partly Chinese also

  615. because Chang sounds more Chinese in

  617. Costa Rica that would surprise me you

  619. know because there's a lot of Chinese

  621. that went to Peru and all those areas

  623. down there now he said that there was

  645. getting in the trenches with us when we

  647. were fighting the corruption at the

  649. University down there and in the

  651. community so that's all he that's all

  653. he's done for decades since he retired

  655. was to be an activist and try and and
  656. 15:14
  657. break the lid of corruption time and
  658. 15:17

  661. say that I know a whole lot about what

  663. to share with you but I have heard

  665. something about the Clinton

  667. administration somehow sharing rocket

  669. technology and ballistic missile

  671. technology with the Chinese and
  672. 15:35
  673. subsequently the North Koreans in such a
  674. 15:37
  675. way that enabled the Chinese space
  676. 15:40
  677. program and furthered the Korean
  678. 15:43
  679. ballistic missile program which is

  681. certainly very relevant today with the
  682. 15:47
  683. comments coming out of the Trump White
  684. 15:48
  685. House well well I think those stories

  687. came up later right near 0 to 2000 and
  688. 15:56
  689. stuff like that that's the Chinese spy

  691. thing was coming out shine I've never

  697. NASA in a way that doesn't sound so on

  717. reprehensible nature of so many of his

  723. from my own experience when I was living

  725. in a city that was doing some activism

  727. in a prior to New Mexico I already knew
  728. 16:48
  729. that Clinton was the mask of liberalism

  731. and progressivism but really the bad guy

  733. and doing a number of things this is way

  735. this is way before I met Earl but I was
  736. 17:00
  737. very aware of that because I went and
  738. 17:02
  739. and started talking to people or head of
  740. 17:04
  741. projects you know things dramatically

  743. changed when Clinton got to put into the
  744. 17:09
  745. presidency in the city I was in because
  746. 17:12
  747. all of a sudden all these programs that
  748. 17:14
  749. were to help people help them out help
  750. 17:17
  751. them legally help them socially they
  752. 17:19
  753. just started going down the tubes ed
  754. 17:21
  755. they start disappearing and I went and
  756. 17:24
  757. talked to a number of project managers

  759. in the city I was in and started asking
  760. 17:28
  761. questions like what's going on

  763. I thought Clinton was Democrat I thought
  764. 17:32
  765. he was progressive and they were telling
  766. 17:34
  767. me that
  768. 17:35
  769. with Clinton's administration who is
  770. 17:36
  771. cutting all the progressive programs

  773. very interesting well I'll tell you what
