If you intend to pirate, then seriously just pirate both and determine for yourself. You're not losing any money by doing so.

The patch notes are the first link in the OP. Do yourself and everyone else a favor and read them.

You can. But it's recommended you just pirate everything including the base if you're going to go that route.

>How do I connect to the gallery if I'm a pirate?
1. Update origin client, login.
2. If you get "Could Not Connect", go to http://www.thesims.com/create-a-sim-demo then click on "Get it Now" to associate your origin account with The Sims 4.
3. Only open the library from main menu.
4. After you done, to start playing you need to quit The Sims 4, and quit Origin (check systray).

>How do I disable the tutorial for Sims 4?
There is now an option to disable it in the menu. If you're on an older version, go in Options.ini, located in the Sims 4 folder in your Documents/Electronic Arts directory, and change "tutorialenabled = 1" to "tutorialenabled = 0". Save the file, of course, and start the game.

>What's the best way to make money?
This changes depending on which Eps for either game you have installed. For base, painting and writing will make you money. You may make a lot of money selling collectibles that you find as well. If you have Open for Business for Sims 2, Into the Future and Pets for Sims 3, and Get To Work for Sims 4, you can rack up a lot of money in these games.

>How do I get unlockables?
Ctrl + Shift + C to bring up the console. Type "testingcheats true" (without the quotes) and press enter/return key. Then type "bb.ignoregameplayunlocksentitlement" (without the quotes) and press enter/return key. You can close the console by Ctrl + Shift + C again.

>How can I make Sims 3 run better?
1. Avoid Pets and Showtime EP. Unless you REALLY want either one of those.
2. If you have a LOT of Custom Content, use S3PE to merge the packages (but DO NOT merge skintones, mods, patterns, defaults, and overrides.)
3. Use NRaas Master Controller to compact item categories in CAS to reduce the loading times for the content.
4. Your game will get slower the more content you've installed. Try only installing the EPs/SPs that you want.
5. Isla Paradiso and Bridgeport are bloated. Just keep that in mind before you play in either neighborhood.
6. Visit NRaas Industries for performance fixing mods.

This game and the way EA handled it is unfortunate. You are better off installing Windows via Bootcamp, but if you want to stay on one partition these sites may help you with your problems:
