- La nota che mi ha trasmesso va bene l’unica osservazione riguarda la
- lista di lavori da trasmettere alla regione, in effetti questa dovrebbe
- riguardare lavori al cantiere Muos in quanto quelli per la piccola
- manutenzione della Base già sono possibili adesso.

- I read with attention your message.
- My comments are as follows having discussed the latest info with
- prefetto Valente of Caltanisetta.
- 1) The prefetto in order to overcome the "revoche" would urgently need a
- list from either the base authorities or italian min of defense
- indicating speciphically which non paraboles MUOS related works are
- needed by the base, between today and end of may
- Such lists should include a estimated number of civilan contractors
- required for such non MUOS Related works at the base.
- 2)The list, which formally should be adressed to governor Crocetta,with
- a copy to the prefetto, wil allow the prefetto to be in a position to
- ensure the passage( inspite of "revoche') of contractors required every
- day ,for ordinary works until the asessment is finished on 31 st may.
- 3) As regards to the italian min of defense legal steps objecting to
- the" revoche", they should go of course ahead with the .hope that they
- will be accepted by legal authorities.
- 4) Same applies to your planned note to MAE reminding about SOFA.
- But , since 3/4 above may take time to produce results, my advice, in
- order to avoid stalemate produced by activists, of regular maintenance
- works at the base ,pending the outcome of the enf of may asessment, is
- to proceed with 1/2 above as suggested by the prefetto.
- We are facing unexpected local emotional and political turmoil and
- alsowitnessing changes by them of agreed lines ..but we need to handle
- them cooly and effectively together ...

- We need to have MUOS contractors return to the site to power-down and
- otherwise secure equipment they were working on. When they last
- departed the site, they were expecting to return the next day and so
- left monitoring equipment and other things connected that should not be
- left that way for a long time. Or so I am told. Therefore our military
- at Sigonella will work with the Prefect’s office to have some
- contractors (I don’t know how many) have access to the site. When this
- happens, people watching us will see contractors “working on MUOS.”
- I also wanted to let you know that we may be sending the MFA a
- diplomatic note to be on record asserting our right under the NATO SOFA
- for access, including by contractors accredited as technical
- representatives, to military installations ceded in use to US Forces.
- Under the SOFA, the host nation has the obligation to ensure access for
- all SOFA-status individuals to the sites ceded to us.
- You may know that the Ministry of Defense received a request today for a
- visit by 9 M5S Parliamentarians to the NRTF/MUOS site. That request is
- forwarded to the MFA and then to us. We will support their visit.
- I spoke to Carpani at Health yesterday, we will meet with the Ministry
- next week for an update on the study.
- The Ambassador is back and may call you tomorrow.
