  1. Revised Risk Reduction Order: Changes to Expect in Santa Clara County at the Orange Risk Level

  3. The Revised Risk Reduction Order, published on October 5, will go into effect when the County moves into Tier 3, the Orange Risk Level, under the State’s “Blueprint for a Safer Economy”. The Orange Risk Level allows more activities and business operations to resume. Key changes are for indoor dining and indoor gatherings. The Order strongly discourages gatherings, especially indoors, because mixing with other households for a substantial period of time is known for high risk of COVID-19 transmission. The fact that an activity is allowed does not mean it is safe.

  5. The rules for gatherings, including movie theaters, are in the Health Officer’s revised Mandatory Directive for Gatherings. The new Order allow outdoor gatherings of up to 200 people and indoor gatherings of up to 25% capacity or 100 people, whichever is fewer.

  7. Indoor dining will be allowed with various safety requirements. Under the revised order, restaurants may open for indoor services up to 25% of capacity or 100 people, whichever is fewer. The new rules for indoor and outdoor dining will be in the upcoming Mandatory Directive for Dining.

The Revised Order continues to require that all businesses follow a set of rules to reduce the risk of spreading COVID-19, including: Telework, Social Distancing Protocol requirements, and Positive case reporting where all businesses, including governmental entities, are legally required to report to the Public Health Department within 4 hours if workers are confirmed COVID-19 positive. Workers also must alert their employers if they test positive.

  11. All businesses must complete and submit a new Social Distancing Protocol at COVID19prepared.org. Prior Social Distancing Protocols must be updated within 14 days when this order is in effect.
