Sir,

I have spoken with the [REDACTED] in Freeside, under the pretence of a [REDACTED] called [REDACTED].

I have reached an agreement with the syndicate that they will enlist work from local mercenary talent against the NCR, on behalf of the fictitious [REDACTED].

The terms of the agreement made are that the company’s name is never to be mentioned. The [REDACTED] believe that this is to keep the NCR-facing reputation of an ambitious [REDACTED] squeaky clean. They are to represent work against the NCR as if it is from themselves. Naturally, we are expected to subsidise the cost of hiring mercenaries, as well as compensating the syndicate for their service in acting as a proxy.

The NCR have no material control of Freeside, though I am aware of ICC informants embedded. This said, any attempt of direct NCR action in Freeside would be thwarted by local resistance and the forces of Robert House alike.

The [REDACTED] will act as a proxy (I have submitted papers to the NCR, and the organisation exists as a shell company based in Montana.

Therefore, I await objectives you wish to be achieved in the Mojave against our country’s enemies, the NCR. The fictional shell company shall act as a proxy, the [REDACTED] as scapegoats, and the SPM and other local contractors as the means to our ends.

I eagerly await instruction.
