I do not find Natsu to be out of tier. Superman isn't likely to open with his heat vision vs. bullrushing an opponent and abusing his speed boost, which make Natsu tagging him with blasts+ absorbing power from him less likely. A physical confrontation isnt unwinnable for Superman in my view, Superman chaining hits together onto Natsu is a valid win condition.

A lot of attention was paid to the interactions of Powergirl vs. magic. While Ralton convinces me that magic isn't an instant win card against Powergirl, her track record vs. magic isn't so spotless as to make me think its irrelevant in this fight, and even if it weren't the actual collateral of the hits Natsu is throwing out seems very clearly sufficient to damage Powergirl. PoB successfully characterizes Powergirls more impressive feats as high end showings rather than consistently thrown out damage. Combined with the fact that her heat attacks aren't fast enough to land on Natsu, and I just don't see her feasibly winning before getting beaten or burned to death.
