- PASSIVE AGGRESSIVE
- A metagame where all direct attacking moves are banned, but all status moves gain a Base Power (BP).

- Protect moves (protect, endure, etc), substitute, destiny bond are 0BP.
- Priority moves, stat boosting moves (swords dance), healing moves are 50BP.
- Moves that lower your opponents stats (screech) are 80BP.
- All other moves are 100BP.

- If the move effect fails, it does no damage, and vice versa. That means some 100BP powerful moves can't be repeated over and over (think Thunder Wave on a paralyzed unit) because the effect fails if repeated. Similarly if you "attack" a Dry Skin Heliolisk with Rain Dance, it absorbs the water type attack, preventing both the effect and the damage! If you used Reflect on a dark type, the same thing occurs, because the damage was blocked the effect should also be blocked.
- All attacks target the opponent, so you can protect and block an opponent's swords dance, or faint and block stealth rocks. Hopefully this makes sense.
- Lastly, all attacks hit off your higher base attacking stat. This could either be before or after boosts/EVs/choice items, I really dont mind regarding that. In my head it should take into consideration EVs but I doubt this will affect gameplay too much.

- -All attacking moves
- -Taunt!
- -Snatch
- -Accuracy lowering status moves
- -Nature Power and other attacking status moves (Bide etc)
- -Anything else that could over-complicate things

- Thats all the rules. Its really simple but I think this metagame is gunna be really interesting to play- you have new access to 5 tiers of priority moves and are constantly using completely neverused moves regularly, as well as seeing those effects in battle. Many new attacks that are never used thanks to them "wasting" a turn passively now are paired with good base power, and they suddenly become hugely viable- for instance Sandstorm is now a 100BP Rock attack, Trick Room is a 100BP Psychic attack, or Sunny Day is a 100BP Fire attack. That boosts the playstyles that could be paired with those strategies immensely. Furthermore you can now fit a huge amount of utility in every moveset paired with offensve prowess, so pokemon are capable of doing a lot! There are also interactions like Prankster pokemon that turn all attacks into 50BP priority moves. As well as very offensive strategies that can come about from being able to boost and attack at the same time, there will also be defensive strategies that can utilizie healing and attacking at the same time.

- synthesis is a 50BP move boosted to 75BP by technician, while healing breloom by 50%. spore is a huge move here, sending someone to sleep while being a 100BP STAB. bulk up is a 75BP move also thanks to technician, boosting atk and defense at the same time. sunny day rounds off the set as a 100BP fire attack that also boosts synthesis to allow it to heal for 75%.

- Gardevoir can use powerful +5 priority (Helping Hand) that breaks through protect and outspeeds anything else- Helping Hand also becomes 65BP fairy type priority thanks to pixilate. will-o-wisp destroys steel type switchins as well as bolstering gardevoirs weaker defense stat, which reflect does the same but as a 100BP psychic STAB. disable is a powerful 130BP single-use fairy type attack.
