This is a Flying Mega Raichu. When it Mega Evolves it loses it's Ground weakness and gains the Rock weakness. Fake Out is for the first turn it's in play so it can do that extra bit of damage that might change the game. It has several Normal type moves because they all get a good boost from Aerilate but the best move is Return. Return deals a huge amount of damage for no recoil with Aerilate. Thunder Punch is for dealing with Water and Flying types. Like you'll be seeing those with this Pocket Monster in your power.
