He's [dumb] and the only reason he's "alive" is the magical energy in his eye thats dragging his head down and trying to dig into the Texture which is impossible. Even his heart is dead and fused to the leylines. His head is a bit on that side, his body isnt, he is mostly dead but his head is kept alive and he csnt back out or go further and only his eye kee[p]s him "alive" dudes tragic. Its like death-spasms, but dragon I guess.

And yes the head is the Caryllion observatory(sp?) The CT uses to house Sealing Designates and monitor worldwide [stuff]. Its how they knew a hole to the Root opened at the end of HF.
