A dockworker glances at you and brushes up against you, as if unaware of your presence.  He mutters a brief apology, makes eye contact for a brief moment, and runs away.  You glance down, realizing both that some of your coin is missing from your pocket -- and that a scroll has been deposited in your hand!  Before you can ask him any questions, he begins glancing nervously over his shoulder, as if worried about being observed, and dashes away, leaving only a lingering scent of sweat, tobacco, and cheap rum.

The salt-stained parchment holds the impression of a key in relief stamped into a wax seal.  You unroll it, and immediately note a flowing, delicate script of impeccable artistry, the sweeping cursive both intricate and grand.

To wit, your dedication and resolute demeanor has been noted and found to be made of sterner stuff than the Houses dare meddle with!  Indeed, I have seen how they beg you to back their ploys against the Lich.  But allow me to elaborate -- nay, elucidate, the current situation:

In the past weeks, I have freed many of my compatriots from the oppressive tyranny that is Reshalian prison, and again the seas will be awash of independent mercantilism!
