On the station, there is a small office that had been converted into a conference room. There's a mahogany table that is shaped in a large square but with smoothed off edges. There's a few scented candles in the centre emitting the smell of lavender. There are 8 places set up with fancy looking chairs, an A4 notepad and a fountain pen sit in front of each space. There's a kettle along with a couple of tea and coffee variations, as well as some more exotic imports from Kusari and Rheinland. The room is well lit with LED lighting.T here is a small placard that reads "Conference in relation to FP11 administration"

Melissa is already in the  room waiting for everyone when they begin to arrive,  she is wearing a red dress with black high heels, that are well polished, to a military standard. She has her attention fixed on the door as she is in the furthest seat from the door, allowing people to filter in as necessary. She looks a bit worried as the first person would walk in, but it would later subside. She has a small portfolio sat next to her which is a bit about her. She sits waiting in eager anticipation

Paul Mendes arrived at Freeport 9 in is Conference gunboat and quickly he got clearance to dock. They must be expecting me

Upon docking a man in a Velvet uniform informed him where the meeting would take place. That's nice of Miss Melissa Jones, at least we won't be left roaming around

After walking  for a short period, Paul Mendes reaches the door of the conference room and knocks.

Sun is the next to arrive, landing her orange-tinted Serenity on the docking pad. She gingerly exits, showing her orange robes and her Sanskrit scripted orange scarf. She walks over in her simple sandals, doing a brief bow and smile to the Velvet guard before going to the conference room. She gingerly knocks on the door, speaking in her polite priestess manner "Salutations" she says doing her customary bow.

As Sun's voice is heard, Melissa smiles and she feels a lot more at ease. "Come in, Sun! Come and grab a seat!" Melissa calls out as she finishes setting her paper work in front of her seat and on the table. She quickly looks the table up and down before nodding contently.

Melissa nods her head respectfully to Paul and Sun "As far as food goes, Mr. Mendez, I've asked that we get some various sliders and sweets brought through once guests have arrived. I can ask them to be brought in right away if desired?" SHe smiles at him reassuringly, her voice incredibly calm

Sun perks up at the mention of sliders and especially sweets, a small smile on the priestess' lips. Sun does a small bow at that "I welcome the addition of sliders and, sweets" she pleasingly says. Sun raises one finger "I am a vegetarian however, but I assume you already have catered to that." she states.

Melissa nods in a reassuring manner "Of course. As I didn't have details of any dietary requirements, I made an effort to cater to vegetarians and vegan as well, should it be needed." Again, she seems relatively pleased with her response as she looks at the table and chairs. She lifts her wrist to her mouth and gently whispers "Can we get the refreshments in now, please. Mr.Mendez has requested."

At this moment, there is another knock on the door and a male voice calls out, 'Refreshments are here Miss Jones.' and with a couple of seconds pause, a young man in his early twenties opens the door, presenting a buffet trolley with  various edibles on. There was meat and vegetarian sliders, along with various potato snacks, some smoked fish canapés, chicken fingers, garlic bread and a few small bowls of nuts and dried fruits. As the trolley enters, Melissa smiles and nods to the young man and thanks him for bringing them sooner than anticipated "Sun, Mr.Mendez, as our guests are running slightly behind our schedule, please enjoy these refreshments while I try and figure out when they will be arriving."

Being neighbours Von saw no reason to use a larger ship to get to Freeport 11, instead opting to use his trusted Eagle. Once docked he exits his Eagle to be met by one of the Velvet team* "Welcome Mr Voncloud. A few of the others have arrived and are waiting in the Conference room"*
Von looked around the dock, he was stood in his usual double breasted long coat though beneath it was his usual more rugged attire, combat trousers, large boots, and a t-shirt and of course, his glasses. "Alright, lets get this done"

Once shown to the Conference room Von walks in without any real announcement. He glances over those who were present, his glasses as usual doing nothing to betray where his eyes were actually looking

As Voncloud arrives, Melissa looks at him and smiles "Welcome, Mr. Voncloud, I guess we're nearly all here." As she says this, she turns to both Sun and Paul and smiles warmly at them "I'll leave you for a moment so you can enjoy the refreshments, I'll see if Alicia Cook and Blaine Chara are joining and will be back in no more than 5 minutes." With that, she makes her way to the door and just as she gets there, she quickly grabs one the station assistants to see if they know about their arrivals, as she does so, she disappears out the room for a bit

This is the first time we met in person, I have to thankyou for giving me the idea of setting up a temple on Pygar. It has been very fruitful" Sun takes a sip of water

In her dress uniform, Alicia Cook enters the room. She is slightly above average height for a female with long, blonde hair and an athletic build.
"Greetings," she says with a light smile in her heavy Bretonian accent. "I do apologize for being late but we had to head into the Sigmas for a rendezvous."
With her was a young man dressed in a suit. Mark West was from Freeport 6. "I have come more as an observer but will give some insight where available. It is an honor to be here. Looking around, he took in the sight. "It's my first visit to Omicron Theta so forgive my bewilderment."

I have read the reports, very fruitful indeed"

I have helped many so far with keeping a semblance of faith and providing free shelters for those less fortunate.

Not too long after Alicia and Mark enter the room, Melissa enters as well. She spends a second counting the guests and making sure they are all there and with a  content look and relaxed and calm voice, asks "Miss Cook, Mr. West? Glad you've both been able to make it." She makes her way round the table and out of her notes, pulls out a few small maps of the Delta system, with a few key points circled such as the known settlements with who owns them and the jump holes. "Let me know when you're all ready, and I can explain the current situation so that we all know where we are."

As everyone sits down and gets comfortable Melissa takes in a deep breath, closing her eyes for a second, and allowing the room to go quiet. As she open her eyes she looks at everyone at the table in turn, and with a look of a senior officer in the military about to brief her troops, she leads on with a passionate voice "Ladies, Gentlemen, the reason for this meeting is about more than just Freeport 11. It's about the future of our efforts in the Omicron systems as well. Given the volatility of the Delta system, and the interest various key players have, it's imperative that we can all work on the same wave length." She pauses for a second, allowing her to take a deep breath. "I can go on all day about the past, but we all know it, but now, we must look to the present and future, as that is what we now need to work towards." Again, she looks at each of the people in the room, a bold look on her face "We need to know without any doubt, that what ever future we can get out there, it's going to be firm, it's going to be capable of good negotiations and above all, sees expansion efforts that do not overstate our neutrality within the area, but also providing good security for if and when we do so."

As she finishes talking, she looks around at each person in turn, maintaining the bold look on her face "There's a great opportunity that I'm allowing the rest of my team to work on, which would allow for the protection of our forces from the ever increasing Nomad presence there. Not to mention, given my background, and what I'm working on with Velvet, we can continue to grow. And the more we grow, the less we have become reliant on the surrounding Core and Order forces to bail us out when ever the Nomads decide to spark their presence. The less we can rely on them, the easier it is to not step on their toes in their own goals in the Omicrons. Making the maintenance of our neutrality even easier." She pauses for a bit "I just want to know what our next move is, more than anything. I'm no politician or businesswoman, but I'll be damned if I ain't fighting tooth and nail to keep this place safe, and allow it to thrive with the assistance of anyone else."

Alicia stood up and looked to each person in the room. With her hands behind her back to present an open front, she addressed everyone. "My initial assignment in this area was multipurpose. First, provide medical aid in the Omicrons and Omegas, supply and train Med Force personnel on local bases and to study the Nomads. Our missions there haven't changed but has expanded. My accent gives me away and the people from where I grew up on New London do not represent my values. " She motioned to Melissa "I am in unison with Miss Jones in that I'm neither a politician or a businesswoman but I will do my part to keep this place safe. What we lack in firepower aboard my ship we more than make up for in sensory gear and such, gear we will be upgrading in the very near future. I don't want to see another Gran Canaria takeover like we just witnessed nor do I want local factions fighting over us or threatening us to pick sides again. We are Zoners. We work best when we work together. I say that we get back to that and make it more than a slogan." With that, she returned to her seat.

On the bright side, with the help of the  OSI, Consensus and Velvet, between us, we are by far capable of exceeding beyond any previous projections." She looks at Paul and smiles warmly

Dear ladies, gentleman, the previous administrator was able to maintain an aura of neutrality around Freeport 11, an achievement I wish to be maintained. I agree on reducing the dependence to Core and Order but remember not to antagonize them or problems will arise with the expansion you talk about Miss Jones. As you all know, OSI is present all over Sirius and believe me when I say it's a fine line the neutrality and it gets even thinner the more you expand.

Looking at Voncloud Von, you more than anyone know what a simple stance can do to someone reputation. But you also know how can be extenuating maintaining neutrality.

Resuming his seat, Paul grabs a glass of water and drinks it in one go.

Expansions are something that can happen over time, however, compromising neutrality is not an option in my eyes.  I have no intention of ever changing that. As far as security goes, we are in a much better position with both the Black Kites and Velvet and our capabilities to work together." As she says this, she looks at Voncloud and Alicia and smiles at both of them

West is listening. The politics of the Omicrons are but news items to the people of Freeport 6 so there is much to be learned but at the mention of the Black Kites, he remembers.....there is a Freeport 6 contribution, a bomber and a pilot. He raises a hand. "Few people know it but recently a bomber was provided to the Black Kites at the insistence of my administrator, Commander Chara. Initially, we sent a Havoc II bomber, piloted by Glenn Eastman, to Gran Canaria in response to the Bretonian invasion. It was, unfortunately, more than we could handle so it was re-tagged and sent to Theta. Fact is, Freeport 6 is for now, a quiet operation and very low budget. We have a destroyer and a gunship for Tau patrols which is all we really need so the bomber was expendable." He grimaces a little, thinking it's but a drop in a large bucket. "I mean, it's not a lot but it's something. Beyond that, financial help is all we can really offer at this point."

However, right now, I think the best thing we can ask from Freeport 6, is everything that we already have from you. Co-operation and another voice." She smiles at West and again, looks to Paul. "As far as expansion projects go, they aren't going to cause any problems. Especially as now, we have IRG making a huge fuss in Kappa. But, that's by the by at this point. I plan on working fully with them, if nothing else, to avoid unnecessary tensions." Melissa looks a bit uneasy at the mention of working with IRG but she forces a content smile "Besides, we all need to be working together."

Voncloud sat leant back in his chair, arms crossed listening to Melissa's speech and to the replies given by the others. He knew he was being looked at for an answer, out of all of them, he had the most experience in regards to Delta and the Freeport. He kept his arms crossed for a moment as he pondered before sitting up straight and pushing the bridge of his glasses "Now, i agree with everything you have said, that those present have said, we do need to work together one way or another, wether that joint manuvers between Velvet and Black Kites, OSI and Consensus transporting supplies, whatever. BUT what we, or at least i am here for, is the choosing of a new Administrator for Freeport 11"  He leans back in his chair, as the light reflects off his glasses " What we need to know is, can  you do the job. Because what you have here in Freeport 11, is the probably the single toughest station that can be administrated by anyone. its a Political minefield, it sits in a hotly contested area of space with more dangers then found anywhere else in the entirety of Sirius. This job has sent people to early retirement and even on into Exile. There is Next to no reward for this job other then the fact the station is still standing for another day" He leans forwards, even with his glasses on it was obvious he was now fixed on Melissa "If you want this job, you need to be a hard as nail's and even tougher then that, you will be making decisions some of those present here will never have to make in their lifetime. The sheer weight you will be carrying whilst being in charge here will be more then anything you dealt with in the LSF i can guarantee you that" he leans back in his seat once more "So, the question is, Do you think you can do this job? and what makes you think you can" He crosses his arms again and waits

Anything less than that, and as far as I see it, the station is already lost. As far as it being tougher than anything from the LSF... No doubt. The LSF was easy. That was like playing with fire when you're in a hazmat suit. This.... This is playing with fire whilst doused in gasoline." She smiles, there's a boldness in her voice. Like earlier. But almost soothing as well. "Do you think I would have wasted everyone's time here, if I didn't want this?" She smiles at Von, looking deep into his eyes, almost into his very soul

For me, i wanted to make sure your not trying to convince only us that your the right choice, but rather convincing yourself you can do it. It takes alot of time and effort, enough to perhaps remove you from running Velvet full time, if at all" He shakes his head "I don't think you intend to waste time, nor have you, i needed to see for myself you did want this. After all there IS a reason why noone else has come forward for the job. I care deeply about our people, i wanted to ensure you understood fully how much of a responsibility Freeport 11 specifically is"

I wouldn't want this if I wasn't serious. As far as Velvet, if I have to leave that behind to pursue administration duties, then..." She pauses for a second, obviously this was hard for her to answer but again, a kind smile is on her lips as she carries on talking. "The Station is more important in my eyes."

I have plenty of other duties to worry about but I agree with Mr. Voncloud, to hear you speak about it as you do, it tells me that you truly want the job." She takes a look towards Von Cloud before returning her sight to Melissa "But to repeat, you have seen over the years the hostility and competition for that base. I mean, it's bad enough that the Corsairs, Core and others present can't see beyond their own differences at their true enemy.......the Nomad threat. As with Bretonia and Canaria, these groups see that base as a trophy they can wave around and if you do take the job, you won't have the military might to compete. All that said, just tell ME with sincerity and honesty that you can do this and will not allow these groups to force you into picking sides. Do that and you will have my complete support and that of Med Force Enterprises and the Consensus." She relaxed and sipped her tea

"If you're asking me to put my heart and soul into this, then yes. I can't promise anything more, and I plan on giving nothing less. I'm not here to pick sides between one faction or another. As far as I see it, I'd be representing OSI, the Consensus... Hell, the whole of the Zoner population. Like I said earlier, I want nothing more than the prosperity of Freeport 11." She  clasps her hands together, and interlocks her fingers, almost as if praying "Failure to me, is not an option."

Take the words of Miss Cook, many groups would love to take the Freeport, so you cannot give them any reason to do it. Ultimately that's what matters. Believe my dear, I talk by personal experience, you cannot imagine what I have endured with the Canaria takeover, and it could have been worst...

*Quietly, the door opened in the back of the room. A dark robed figure walked in. He wasn't there to be a big player in the meeting. That is what he had Alicia for. Besides, he was a wanted man and didn't want to be a disturbance. He kept his distance from the others. A part of him was in mourning. The mention of losing Gran Canaria was like running a sword through his heart. So, he sat still, just listening.

Alicia didn't hear him come in as she leaned across the table herself to meet Melissa's gaze "You're damned right failure isn't an option. And Mr. Mendes is correct. You do not represent the Consensus, OSI or any Zoner group but yes, the Zoners as a whole. Mark my word.....if a decision you make creates a conflict with any group, you may well find yourself alone." She then got close to her "And if the lives of the medical staff that we have provided on that base are threatened, I will shoot you myself. I grow tired of having to return fallen medical personnel back to their families." *She then sat back. "I will be watching while I give what support I can."

She paid close attention to what Alicia said and nodded in agreement. "I have no intention of anyone on the Freeport losing their lives. It would look bad for business, after all." As she talks, she looks deep into Alicia's eyes. "As far as shooting me goes. I take this position, there will be plenty of people wanting to do that already." She speaks in a calm manner, before carrying on. "Besides. I know what it's like to lose people. Had to do that trip many a time. I know the pain."

Voncloud seemed to be looking down, or at least his head was almost as if he was thinking or Dosing. His arms remained crossed before he spoke keeping his posture " Let us not become hostile, she will have enough hostilities with the neighbours to contend with. Alicia, you and  the staff who work on Freeport 11 know the risks, and have done for the entire time they have been present, they work and live in a place that sits in a threatening place. Im Sure Melissa appreciates that along with their presence much like the previous administrators before her" His head looks up as he readjusts his glasses again "Much as Paul and Alicia have mentioned, you will represent the Freeport itself, that is your focus, not to represent OSI or the Consensus, but to represent Freeport 11. Your allowed to show your Velvet colour's but you cannot be seen to be involved in its diplomacy, that is a separate entity" His tone becomes a little more like a parent reprimanding a child "Of course, this applies to the rest of us in return. We will not claim to represent Freeport 11 or that our influence is greater. Anything that involved Freeport 11 from our side must be discussed with the Administrator as well. Its a two way street. "With this said, As Alicia said, you must be wary of the choices you make. All to often are Zoner's painted with the same brush for the mistake of a singular soul. I speak with experience on that one"

Melissa nods in agreement with Voncloud "Yeah, I just want to do right by the people out there. Nothing more, nothing less.  As far as Zoner's being tainted by the actions of one. It's slowly becoming less prevalent, but is still something I think we all can consider in our dealings. Especially for me with the situation in Delta." She sighs, thinking to herself for a bit as she looks over at Paul, and with a voice that could best be described as concerned "So, really.... I guess it's up to you, sir. If I take this job, or if you want me to maintain the security there with Velvet. Either way, that station remains my number one priority."

After ending his speech he resumed his place at the table, leaned back and a relieved look on his face appeared. Looking at Voncloud As Mr. Voncloud has stated very eloquently, OSI will not claim to represent Freeport 11 in any circumstance, every decision you make, the consequences will be on you. OSI will only intervene in two conditions, first if Freeport 11 be left without an Administration by your resignation or demise, second if any of your actions will go against the Zoner way or the population of the Freeport 11. In any of this cases, OSI will be forced to intervene and administer Freeport 11 until a new Administrator is found.

Alicia stood up I think you will do fine. As Mr. Mendes said, The Consensus or any of it's members won't claim to represent Freeport 11 either. Our only interest is the medical crews there, crews that know the risks. She turned to Mr. Mendes Let us hope that we don't have to find a new administrator anytime soon. She then turned to the man in the back of the room who nodded his support to her We agree.

Melissa stands up and bows her head respectfully to everyone. In a cheerful tone. "Well, now that this is sorted. I don't want to be rude. But I must get back to the Freeport. Got a lot to settle into." As she speaks she gets out of the chair and straightens herself. "As far as needing to find a replacement. Only when I'm dead or you find someone better." She smiles kindly to Alicia, Mr West and Doc. "It's been a pleasure meeting you, and I look forward to working alongside you all." Melissa bows her head to Sun "Sun, take care. I will see you soon." With a smile on her face she looks to Voncloud. "Thank you for the support. I'll be in contact soon with some interesting ideas." And finally she curtsies to Paul. "Was a pleasure meeting you, Paul. I'll also be letting you know about some plans that we can slowly implement over time."

Melissa makes her way to the door and before she walks out, she smiles to everyone in the room with a warm and radiant smile "Thank you for this opportunity." With that, she makes her way back to her ship to leave

Paul heads for the food cart, he will not be doing a trip back to Omega-49 on an empty stomach. Picking up the plate with some sandwiches and a bottle of red wine, he returns to the table. After eating, he gets up. Farewell my friends, i have pressing matters to attend to
