What do you want to be authorized?: An undocumented man who has not received a civic identification number and is effectively a crack in the system.
Backstory behind the auth. (Four to five sentences is required.)

Theo never went partook in the mass evacuations to the city during the portal storms, yet survived them. As such, when the combine occupied Earth, he never became a documented citizen as his presence and existence is unknown to the Universal Union.

He sneaked into City 24 hoping to find some food, having soon found out about the combines annexation of wildlife around the Earth. Living under the radar, he grew sympathetic of the citizens of the city, and now wishes to establish a way to liberate the city.
