  2. This might be common in some areas, but I have never seen an ad where a People Also Search For box shows up while viewing the ad. I clicked on the image to see where it took me and when I clicked the back button to return to the ad the "People Also Search For" box popped up.

You most often see the "Related searches" list at the bottom but the "People also search for" list at the top of the page is displayed when their algorithms see fit. If I understand the reason behind it correctly, the "People also search for" list is displayed when their machine learning has determined that people using that search query are often actually looking for something slightly different and the options are therefore shown before the actual SERPs are displayed.
